Management and Engineering Technologies International, Inc. (METI), in support of The US Forest Service International Programs office (USFS/IP) and seeks a Balkans Regional Program Consultant to support monitoring and data collection processes for projects in the Balkans region and across Eurasia. The consultant will have experience setting up data collection processes and protocols for US government programs in the Balkans and must be capable of working in a virtual environment to manage these activities. The consultant will work closely with the USFS/IP Program Manager.
Overview


The United States Forest Service International Programs office (USFS/IP) works with and provides technical assistance to a number of foreign government partners and non-governmental organizations (NGO) on emergency management and wildland firefighting throughout the Balkans. Much of the work involves capacity building and consultation through the utilization of USFS technical specialists who perform training and technical cooperation on wildland fire and emergency response topics. Areas of focus include suppression, coordination, predictive services, and preparedness. USFS/IP strives to carry out effective programs, adapt to changing political and environmental conditions, and ensure gender equity in many of these roles which have historically been held by men.

To enhance the effectiveness of these program efforts, USFS/IP is seeking the support of a consultant to provide monitoring expertise. The consultant will work within the USFS/IP monitoring and evaluation framework and will design both quantitative and qualitative research instruments that correspond to the outcome indicators determined by program managers as well as supervising the deployment/use of these instruments and data collection mechanisms. The majority of the work will be focused on Bosnia and Herzegovina; however, consultants may also be involved in activities that relate to data collection and monitoring in other countries in the Balkans.

This will be an in-country position, with exact location within the sub-region negotiable.

Position Description

Overall responsibilities of the Balkans Regional Program Consultant include:

  • Understand and work within USFS/IP monitoring and evaluation framework for emergency management and wildfire programs and make timely recommendations for the framework as needed;
  • Review existing Baseline Assessment and Monitoring Plan and determine logistics for data collection based on geographic and/or political context;
  • Design both quantitative and qualitative research instruments in addition to managing their implementation process;
  • Synthesize data and prepare reports for both technical and general audiences;
  • Provide recommendations based on findings to USFS/IP staff, partners, and key stakeholders; and
  • Adapt research framework and instruments as needed or directed


Qualifications

The ideal candidate will have the following qualifications:

  • 2 years of academic or professional experience in one or more of the following subjects: international development, natural resource management, and wildfire management. *Related fields will be considered.
  • A master's degree or higher; PhD student or candidate in the social sciences preferred;
  • Ability to design comprehensive data collection instruments and manage their deployment in-field;
  • Ability to develop comprehensive ethical and emergency protocols for fieldwork;
  • Ability to train and manage enumerators (as needed);
  • Proven experience in carrying out a variety of data analysis methods (quantitative and qualitative); understanding of organizing, coding, and cleaning data;
  • Ability to work effectively without day-to-day supervision;
  • Ability to work in a dynamic multi-stakeholder environment (including but not limited to government agencies in Europe and Eurasia, US government agencies, international donors, NGOs, and community groups);
  • Excellent organizational skills;
  • Excellent written and oral communication and interpersonal skills;
  • Language skill fluency (verbal and written): English; fluency in one or more regional languages (verbal and written) ;
  • Ability and willingness to further personal understanding in emergency management and wildland fire technical knowledge; and
  • Ability to conduct duties in a virtual/remote setting, if necessary


Oversight and Reporting
Period of Performance: Six months with a possibility of extension

Location of Work: The position may be located wherever the USFS/IP Program Manager and the consultant agree is most beneficial for all parties, including the consultant's home/office with regular travel in country, regionally or international as needed.
Compensation: Commensurate with experience and qualifications
