Overview

The primary purpose of this position is to serve as a Senior Program Liaison between the Multi-State Information Sharing and Analysis Center (MS-ISAC) and Department of Homeland Security (DHS), other partners nationwide ensuring that strategic planning for the Cooperative Agreement (CA) is accomplished and that fruitful partnership activities are managed between entities.

Salary Range: $80,900 - $122,500

What You'll Do

  • Ensure planning and application for future Cooperative Agreements is completed by coordinating internal resources and strategy among leadership and operational teams
  • Coordinate with the Member Programs Liaison, internal resources, and business partners to create, maintain and present comprehensive documentation and reports, including, detailed plans, schedules, timelines, deliverables, and action items
  • Serve as a liaison between MS-ISAC & DHS, focusing on data and reporting needs on a scheduled and ad-hoc basis, and on designing reporting schedules and templates
  • Act as lead contact for federal requests for information or metrics in accordance with the Cooperative Agreement
  • Monitor and minimize challenges and risks across multiple MS-ISAC programs and projects; report and escalate to senior leadership as needed
  • Develop and manage meaningful partnerships with key federal entities and regional entities to further the effectiveness of the program
  • Develop and maintain strategic tracking and planning processes for the program
  • Communicate directly with Board members and Senior Leadership Team, staff, partners, etc. on matters related to the program initiatives
  • Develop understanding of all highly technical programs, and be able to speak to the status and challenges at a technical level
  • Other tasks and responsibilities as assigned


What You'll Need

  • Bachelor's degree in business or a related field*
  • 3+ years in data analysis, collection/monitoring and/or reporting
  • 3+ years of experience as a Program Liaison between organizations, Project Manager or similar role
  • 3+ years of experience writing and compiling written reports on project or program performance for internal and external audiences
  • Experience presenting to high level stakeholders, executives and partners, in person or through hosting webinars/web meetings
  • Experience building and tracking strategic relationships with external and internal partners
  • Strong working knowledge of Microsoft Office
  • Full COVID-19 vaccination may be required
  • The position is open to U.S. citizens and requires a favorably adjudicated DHS Fitness Review for Public Trust Positions**

It's a Plus if You Have:

  • Project Management experience and industry recognized security certifications are a plus (ex: CISSP, GIAC, ITIL Foundations, Six Sigma, MCSE, PMP) is a plus
  • Cyber security knowledge strongly preferred
  • Experience in strategic planning, risk management and/or change management
  • Administrative, Personal Assistant or Secretarial certifications i.e. CAP
  • Experience in Agile teams
  • Proficiency with related software tools including but not limited to Asana, ProjectManager.com, JIRA, MS Excel, etc.

*Additional years of relevant experience or a combination of an Associate's degree or equivalent and relevant experience may be substituted for the Bachelor's degree.
