Responsibilities

    Directs the activities of the payroll staff members. Responsible for the planning and execution of payroll workflow to ensure transactions are processed accurately and timely on a daily, weekly, bi-weekly, and bi-monthly basis. Has first-hand knowledge of payroll processes from new hires/appointments, time-keeping, salary increases, calculations, disbursements, garnishments, overpayment, tax filing and accounting. Develops policies and procedures necessary to accomplish the organization's objectives for payroll processing and timekeeping.
  • Responsible for maintaining the integrity of payroll data by performing reconciliations of data, evaluating internal controls and identifying functional areas in need of improvement. Responsible for analysis and posting all payroll journal entries to the General Ledger. With direction from Controller's office, plans and supports all payroll audit activities for financial, government and third-party purposes.
  • Maintains efficient payroll operation by designing optimal payroll work flows to meet recurring and tight deadlines while ensuring continued accuracy; directs the collection, calculation, and entering of data. Files quarterly Federal and State income tax returns for all campus locations. Pays employees by directing the production and issuance of paychecks or electronic transfers to bank accounts; pays taxes, retirement contributions, garnishments, unions, and other third-party payees in payroll cycle. Coordinates Canadian payroll production cycles with the Vancouver office, HR, and accounting offices to ensure timely, efficient and accurate delivery of payrolls, taxes, and fringe benefits.
  • Prepares annual payroll schedules in coordination with HR, IT, third-party processors, tax compliance schedules, business holidays and emergencies, and NYIT business calendar. Processes accurate and timely year-end reporting (e.g., W-2, W-2c, 1042); provides supporting documentation and assistance for the year-end financial audit, tax return and payroll audits. Provides payroll information by answering questions and requests; maintains employee confidence and protects payroll operations by keeping information confidential. Tracks and coordinates payroll inputs for taxable benefits and specialized payroll items.
  • Prepares reports by compiling summaries of earnings, taxes, deductions, leave, disability, and nontaxable wages; determines payroll liabilities by approving the calculation of employee federal and state income and social security taxes, and employer's social security, unemployment, and workers compensation payments; balances the payroll accounts by resolving payroll discrepancies. Develops reports for improved monitoring of accurate pay data entry; vacation and sick time accrual; proper withholdings; student earnings allowances; and other needed controls.
  • Completes operational requirements by scheduling and assigning employees; following up on work results. Manages payroll staff by recruiting, selecting, orienting, and training employees. Ability to process payroll when staff members are out.
  • Explores long-term objectives and requirements of the NYIT community that can be serviced through Payroll, HR and IT; works as a team member to deliver value-added products.
  • Other duties as assigned, including provision of accounting,audit and analytical support.
  • Maintains payroll guidelines by writing and updating policies in line with best practices. Complies with federal, state, and local legal requirements by studying existing and new legislation; enforcing adherence to requirements; advising management on needed actions. Maintains professional and technical knowledge by attending educational workshops; reviewing professional publications; establishing personal networks; participating in professional societies.


Qualifications

  • BA/BS in business, human resources, tax, accounting or finance
  • Master's degree in business, accounting, tax or HR
  • Required field of expertise in Payroll management and domestic (NY and Federal) tax
  • Preferred field of expertise in ADP processing, foreign tax, including Canada, and various US-foreign tax treaties (1042S requirements)
  • Preferred Training/Certification: Certified Payroll Professional (CPP)
  • Experience with Oracle and ADP payroll platforms as well as time-keeping systems preferred.
  • Commitment to excellent customer service and team-oriented success: able to work with all levels of staff under minimal supervision.
  • Understands financial and operational issues relating to payroll, and their potential impacts.
  • High attention to detail. Ability to maintain high standards despite pressing deadlines
  • Proficient in Windows environment with strong analytical, accounting, Excel and Word skills

New York Tech considers factors such as (but not limited to) scope and responsibilities of the position, candidate experience/expertise, education/training, key skills, geographic location, internal peer equity as well as market, organizational considerations and/or applicable collective bargaining agreement when extending an offer.

USD $80,000.00/Yr.
