JOB DESCRIPTION

Title: Payroll Administrator

Department: Finance

FLSA Status: Exempt

Reports to: Assistant Director of Finance Office

Purpose: Works with the Sr. Payroll Administrator to process the payroll functions of the

organization, and assists in ensuring pay is processed on time, accurately, and in compliance with

government regulations.

Essential Functions:

* Assure the timely and accurate processing of payroll.

* Point of contact for time sheet questions or issues.

* Prepares and maintains accurate records and reports of payroll transactions.

* Assists in preparing audit records and documentation to auditors, state retirement,

and workers compensation.

* Interact with managers and employees to answer questions, assist with paperwork, and

resolve any payroll issues.

* Assists in the preparation / reconciliation of workers compensation and unemployment

reports, as well as any other required quarterly government filings.

* Prepare and import monthly allocations for MSRB, MTRS, 457(b) plan, OBRA, HSA, and other

deductions.

* Review and approve PARS submitted and update profile in ADP.

* Review and respond to emails sent to Payroll email inbox.

* Train staff on use of ADP timecard and payroll system

* Liaison with Human Resources to manage new hires, terminations, and changes to

employment status and benefits.

* Filing Payroll related files and documentation internally and externally as needed.

Additional Responsibilities:

* Collaborate with CES supervisors, Human Resources, and employees, along with State and

Federal Agency staff on payroll topics in a professional and timely manner.

* Assume any and all additional responsibilities as assigned by the Assistant Director of

Finance.

Minimum Qualifications:

* At least three to five years of related experience required.

* Knowledge of payroll functions including preparation, balancing, internal control, and payroll

taxes.

* Excellent organizational skills and attention to detail.

* Experience working with external payroll providers.

* Strong analytical and problem-solving skills

* Proficient with Microsoft Office Suite or related software

* Proficient with payroll software, Infinite Visions preferred.

* Must have strong mathematical and analytical skills.

* Possess excellent communication, problem solving and time management skills and be detail

oriented.

Preferred Qualifications:

* Bachelor's degree in Accounting, Business Administration, Human Resources, or related field

or 3 years minimum experience in Payroll processing

* Payroll experience required, current knowledge of payroll procedures, practices and tax

applications.

* Possess working knowledge of benefits and their taxability.

* Has used Infinite Visions and/or ADP to process payroll.

Physical Demands:

* Able to lift and/or move packages up to 25 lbs.

* The ability to move about the office to access file cabinets, office equipment including the

constant operation of a computer and other technology equipment.

* Frequently communicate by phone, face to face, email, and video conference with employees.

Work Conditions:

* Requires working a flexible schedule during peak times of the year.

* Skilled in working both independently and collaboratively.

* Able to work productively with frequent interruptions and distractions.

* Ability to work remotely, if necessary.

* Ability to work in an open space with others.

* Employees expected to follow CES Workplace Safety Standards and host agency Workplace

Safety Standards and state guidance on COVID-19 prevention and mitigation.

Terms of Employment:

* This is a full-time, year-round position.

* 40 hours/week, Monday-Friday, additional hours as necessary

* Full benefit package as outlined in the Personnel Policies
