Department Overview
The Office of Ethics, Compliance and Audit Services (ECAS) is located at the systemwide University of California Office of the President (UCOP) and is an independent Regental office that is responsible for developing and administering the University of California's (UC) compliance and audit programs and thereby ensuring that the University is in compliance with professional standards; internal policies and procedures; and all applicable local, national and international laws and regulations. ECAS provides this support through three core lines of service: Audit Services, Compliance Services and Investigations Services. The Compliance team in ECAS covers general compliance areas and includes subject matter experts in Healthcare Compliance, Research Compliance, Export Control, and Privacy. The Regents of the University of California established a UC-wide ethics and compliance program in 2006. The program's infrastructure includes a broad cross section of specific and shared risks and stakeholders from ten UC campuses, five medical centers and the Lawrence Berkeley National Laboratory. The Senior Vice President and Chief Compliance and Audit Officer (SVP) is the Principal Officer of the Board of Regents of the University of California. The SVP provides communication and updates to the Regents through the Board's Compliance and Audit Committee, or the full Board if required.

Position Summary
The Systemwide Research Compliance Manager is a subject matter expert in research compliance related regulations, standards, processes, and policies. This person will collaborate with stakeholders across departments, locations, and units, to promote a culture of compliance and integrity in research.

Provide thought leadership on addressing evolving compliance concerns and changes in regulatory or policy requirements, to ensure adherence to federal, state, and institutional regulations and policies.
* Serve as a subject matter expert providing guidance and support.
* Support assessment to monitor compliance with regulations, identify areas for improvement, and develop risk mitigation strategies.
* Develop and deliver training programs, tools, and workshops on research compliance topics.
* Collaborate with research policy, legal counsel, and other stakeholders to interpret and apply complex regulations and policies.

Monitor changes in regulations and best practices in research compliance and implement necessary updates to guidance, training, and tools.

Lead committees, working groups, and task forces related to research compliance, contributing expertise, and facilitating consensus building among stakeholders to support institutional initiatives, and guide projects to implementation.

May represent the university in interactions with regulatory agencies, sponsors, and other external stakeholders on matters related to research compliance.

Key Responsibilities

25% Coordination, Best Practices and Risk Mitigation: Convenes systemwide compliance committees to address complex cross-campus issues with significant impact. Identifies and supports research compliance program best practices, standards and procedures with the goal of decreasing risk. Facilitates discussion on related risks and prioritization of resolution. Works with all locations on shared risk priorities, addressing cross-organizational issues. Develops analytical frameworks and proposals for broader strategic direction, including training and awareness materials.

25% Training and Education: Develops benchmarks and training for complex research compliance topics. Is a resource to research compliance professionals. Provides research compliance leadership, guidance, education, and supports policy development.

25% Research Compliance Management and External Representation: Manages and develops systemwide research compliance programs, orchestrates a coordinated approach to research compliance within UCOP and, among and within UC locations. Establishes standards and stays current with regulatory changes. Monitors themes and develops metrics. Represents the organization to external agencies. Provides feedback and analysis for relevant research compliance laws.

15% Strategic Leadership: Provides cross-functional coordination for risk mitigation, participating in strategic planning with high-level management. Approaches projects through collaboration and consensus-building to drive projects forward effectively from a risk-based approach.

10% Other Responsibilities: Additional duties as assigned.

Experience
Required Qualifications

Min 10 years Professional experience or relevant work experience.
Work experience in research compliance functions, including proposal review. Subject areas include such as federal, state and university disclosure requirements, federal funding agency requirements, health science compliance, responsible conduct in research and research integrity, research security, among others.

Skills and Abilities

Required Qualifications
* In-depth knowledge of federal laws, regulations and policies governing research (e.g., DOD, NIH, NSF, OHRP, research integrity, research security).
* Strong analytical skills and attention to detail, with the ability to interpret and apply complex regulations and policies effectively.
* Excellent communication and interpersonal skills, with the ability to collaborate effectively with diverse stakeholders and build consensus around compliance initiatives.
* Demonstrated experience developing and delivering training programs and educational materials on research compliance topics.
* Excellent skills in complex decision making on critical issues.
* Strong organizational and project management skills, with the ability to prioritize tasks, meet deadlines, and manage multiple projects simultaneously.
* Certification in research compliance (e.g., Certified Research Administrator) preferred.
* Commitment to upholding the highest standards of integrity, ethics, and professionalism in research conduct and compliance activities.

Required Qualifications

Demonstrated ability to communicate complex information to all levels of management and administrators in a clear and concise manner both written and verbally in meetings and through presentations including procedures, guidelines, policies, training materials, memos, reports and letters.
Excellent interpersonal skills to work independently with all levels of University personnel, including management and faculty to facilitate consensus and move projects forward.
Excellent skills in complex decision making on critical issues.
Ability to gather, organize, analyze, and report on issues and recommendations that are complex in nature. Ability to apply policy and legal concepts to issues.
Excellent project and program management skills. Demonstrated ability to lead working groups to achieve results.
Demonstrated ability to design, develop and deliver educational materials.
Maintain current knowledge of applicable federal and state privacy laws, regulations, and policies.

Preferred Qualifications

Advanced knowledge of state & federal laws, higher education policies and regulations related to research compliance.
Use of business systems and new technologies to manage complex research compliance programs.

The University of California, Office of the President, is required to provide a reasonable estimate of the compensation range for this role. This range takes into account the wide range of factors that are considered in making compensation decisions including but not limited to experience, skills, knowledge, abilities, education, licensure and certifications, and other business and organizational needs. It is not typical for an individual to be offered a salary at or near the top of the range for a position. Salary offers are determined based on final candidate qualifications and experience. The full salary range shows the growth potential for this position and the pay scale is the budgeted salary or hourly range that the University reasonably expects to pay for this position.
