After reviewing the position description, if you feel you are a fit for our organization and possess the required qualifications, we invite you to apply: Position Details: This position is responsible for driving aggressive corporate growth goals that will increase small business revenue by 200% year over year and transition SRE into full and open competition starting now and having 75 % of bids be full and open within five years. You will drive the full business development lifecycle (from opportunity identification through proposal submission, orals, requests for additional information, through award) of all federal Government opportunities at SRE. You will lead the transformation of SRE from a small business into the top service provider in the Government consulting industry. This individual in this role will have an entrepreneurial mindset that allows them to see how to make the "impossible" possible. This position will focus on SRE's core capabilities and expanding our federal Government footprint. Duties associated with this role include, but are not limited to:
- Become thoroughly familiar with the work our organization performs through scope research, interviews, and review of project documents and deliverables within specified deadline.
- Develop new and refine existing pipeline opportunities in the corporation's core capability areas within specified deadline.
- Develop and refine staffing plans, proposal calendar, capture plans, and budgets to accomplish $100 million in revenue in five years within specified deadline.
- Perform data collection, analysis, dissemination of critical capture information.
- Provide business development intelligence to industry C-level executives and service delivery professionals, through the coordination and preparation of materials and coordinating opportunity updates.
- Participate with team members in delivering time-sensitive intelligence.
- Conduct market research regarding new business opportunities in Govwin, SAM.gov, and other available resources.
- Review and analyze solicitation (RFP, RFI, RFQ, etc.) documentation as part of the opportunity analysis and proposal development process.
- Attend industry events regarding upcoming opportunities and support the drive business development and capture teams in the analysis of presented information.
- Drive new business opportunity-level competitive positioning assessments.
- Leverage quantitative and/or qualitative rigor to transform competitive and customer information into insights that translate into winning contracts.
- Synthesize and effectively communicate findings into options, profitability implications, and/or business cases.
- Develop key messaging and benefits for proposals based on capture and business intelligence.
- Support development of visually appealing proposal responses and content that direct the reader to informative and persuasive key points throughout the document.
- Manage the development of skeleton proposal outlines and fully developed responses and if required, create them.
- Collaborate with in-house Subject Matter Experts (SME) and Project Managers (PM).
- Capture data from PMs and other sources to generate relevant and valid facts, statistics, and proof-points for proposals.
- Find key points, quotes, or facts and generate call-out boxes to highlight accomplishments.
- Support various proposal development activities, such as resume formatting, compliance reviews, and coordination with teaming partners, as required.
- Support various inter-departmental projects and initiatives as an extension of business development, capture, and proposal writing and submission.
Education: Bachelor's Degree from an accredited college or university. Shipley Certified in Federal Business Development, Capture, and Proposal writing. Experience: 15 years of proven results in corporate growth with a minimum of 100% growth year over year in a Full and Open environment. Must be an expert in proposal writing, business acquisition, contract solicitation, business development, and capture. Skills: Must be EXPERT in the following areas:
- Research techniques used in collecting, tabulating, evaluating, and presenting data
- Business development and capture methods and practices
- Procedures and techniques used in interviewing subject matter experts
- Analytical procedures and techniques used in organizing and conducting research and analyses of business development and capture operations
- Knowledge of SAM.gov, FPDS, Deltek Govwin, and Salesforce.
- Using Windows OS, Microsoft Office Suite, Google Mail and Citrix Sharefile
- Creating and improving processes
- Proposal writing and capability presentations
- Logically organize a document based on proposal response guidelines and readability
- Write in strong, active, and persuasive language without use of "fluff" words and language
- Communicate ideas and processes using graphics and figures
- Conduct phone calls with high-ranking government personnel
- Review and analyze solicitation (RFP, RFI, RFQ, etc.) documentation to determine bid viability
- Defining problems, conducting research, collecting data, establishing facts, drawing valid conclusions, and formulating recommendations for winning proposals
- Develop, document, and execute a plan for achieving meeting corporate growth goals
- Establishing trusted relationships with senior level officials and program stakeholders within the federal contracting industry
- Communicate effectively in writing and orally, including making presentations to C-level executives.

- Panel interview will be 3-4 hours with Q&A as well as demonstration of skills and knowledge in systems such as Deltek Govwin, SAM, FPDS, and Salesforce

MUST BE US CITIZEN AND ABLE TO OBTAIN A GOVERNMENT CLEARANCE Compensation: The estimated salary range for this position is estimated to be $150,000 - $120,000/year. Please note that the salary information is a general guideline only. SRE considers a wide range of factors that are considered in making compensation decisions including but not limited to skill sets; experience and training; licensure and certifications; and other business and organizational needs. Additionally, SRE adheres to all state and federal requirements regarding salary to ensure compliance with applicable labor laws. The estimate displayed represents the typical salary range for this position and is just one component of SRE's total compensation package for employees. Work Environment: The primary work location of this position is Washington D.C. Metro area, remote work is allowed but not guaranteed. If you live outside the commutable area, travel expenses are not reimbursed to the primary work location.
