Buckeye Partners is currently seeking a Manager, IT Delivery with extensive knowledge in Business Analysis Methodologies, Project lifecycle management, End user Training and Quality Assurance practices in the Oil & Gas Industry to join our team!

Role Summary:

The Manager - IT Delivery leads and manages Business Analysts, Quality Assurance Team and Training team members for all Technology driven initiatives. Develop processes and procedures to effectively integrate, adopt and control overall business process flow, requirements gathering, Traceability Matrix and quality control measures and End User Training.

Responsibilities & Essential Functions include:



  1. Business Analysis Services:


    • Create methodologies for requirements gathering and Requirements Traceability Matrix to support all Technology Project and initiatives.
    • Ensure software, systems, and product quality match the requirements.
    • Design, implement, and direct the analysis of Business Requirements and Business Process Flow.
    • Work closely with Enterprise BPM team to ensure a comprehensive Business Process repository is created and maintained.


  2. Training


    • Manage and oversee the work of technical and IT trainers for all Technology Projects and Initiatives.
    • Develop and implement effective training plans, content for training sessions, and matrixes to keep track of IT Projects training.
    • Lead the trainers and team members in training sessions and answer any questions they may have.
    • Create necessary Training Content for Technology Projects and Initiatives.


  3. Quality Control Measures:


    • Ensure software quality aligns with business needs, industry standards, and best practices through the BQA team.
    • Develop test control processes, practices, and guidelines for all projects.
    • Determine the selection and usage of automated test tools and data collection tools.
    • Create and communicate test plans and scripts, ensuring optimal application performance.
    • Design and implement internal audit controls, ensuring adherence to QA standards for all IT projects.
    • Coordinate testing of all production-ready systems, ensuring integration and continuity of business systems.


  4. Collaborations & Communications:


    • Collaborate with cross-functional teams, fostering communication between technical and business stakeholders.
    • Communicate test progress, results, and relevant information to project stakeholders and executive management.


  5. Leadership:


    • Provide leadership by managing both quality and business analysts within the team.
    • Develop Training Plan in conjunction with Change management team.
    • Develop and execute BQA guidelines, frameworks, and methodologies.
    • Enforce overall QA and business analysis standards, processes, and procedures.
    • Develop and enforce Quality Assurance Test Strategies across all IT projects.
    • Design test models and approaches tailored to different project types.
    • Develop frameworks to identify, validate, and mitigate technical and business impacts.
    • Establish metrics to assess readiness, quality, and operability of software, systems, and products for release.


  6. IT PMO Framework:


    • Work Closely with PMO team to implement a Business Quality Assurance teams deliverables within the Project Framework.


  7. Team Management:


    • Mentor and Guide all members of the BA, Training and QA team, ensuring adherence to expectations, culture and project milestones.



This role encompasses strategic leadership, process development, and coordination to uphold quality standards across diverse IT projects.

Position Requirements:



  • Bachelor's degree in business or related field of study.
  • 10 years of experience in managing Business Analysts, Training and Quality assurance team.
  • Must have been a Key member in complex Enterprise Transformation Projects
  • Minimum of Five years' experience in Oil & Gas
  • Exceptional verbal, written, and presentation skills.
  • Ability to work effectively both independently and as part of a team.
  • Strong proficiency in Training, QA and BA tools and techniques.
  • Strong proficiency in Microsoft Office 365 Suite of applications including Project,
  • SharePoint and Test Scripts Automation.
  • Knowledge of file management, Documents Controls.
  • Ability to work within tight deadlines.



Certificates & Licenses:



  • PMI-PBA or CBAP Preferred



Additional Valuable Skills:



  • This position requires comprehensive technical, communication, and management skills, and abilities to oversee daily operations and ensure that service level agreements and performance requirements are met.
  • This job includes frequent interaction with a wide range of personnel, which requires excellent communication and interpersonal skills.
  • High level of proficiency with Microsoft Office (Excel, Access, Word and PowerPoint).
  • Requires excellent program and project management skills (eg, estimating, work planning, project reporting and tracking, issue management).



Essential Functions:



  • This position requires the ability to perform essential job functions consistent safely and successfully with ADA, FMLA and other federal, state, and local standards, including meeting qualitative and or/quantitative productivity standards.
  • This role requires the ability to maintain regular, punctual attendance consistent with the ADA, FMLA and other federal, state, and local standards.
  • This position requires compliance with all personnel policies.



Physical & Safety Requirements:

* The person in this position needs to occasionally move inside the office to access file cabinets, office equipment, etc.

* This role continuously operates a computer and other office productivity equipment (i.e. a calculator, copy machine and computer printer).
