REQUIREMENTS AND PREFERENCES

The Broward County Board of County Commissioners is seeking qualified candidates for a Human Services Manager (Contract/Grant Administrator, Sr.) position.

General Description
Provides leadership to programs providing treatment in behavioral healthcare.
Works independently, under limited supervision, reporting major activities through periodic meetings.
Minimum Education and Experience Requirements
Requires a Master's degree from an accredited college or university with major coursework in social work, gerontology, psychology, or closely related field. (One year of relevant experience may be substituted for each year of required education, depending upon area of assignment.)
Requires four (4) years in social services casework, counseling and/or other closely related experience including two (2) years of supervisory experience.
Special Certifications and Licenses
Depending upon area of assignment, licensures and/or certifications may be required.
Must possess and maintain a valid Florida Class E Driver's License and be able to maintain authority to drive on County business.
Preferences
*Juris Doctor or equivalent in related field.
*Certificate from Grant Professionals Association Institute as Grant Professional Certificate (GPC) or National Grants Management Association Certificate as Certified Grants Management Specialist (CGMS).
*At least four (4) years experience managing contracts between social service agencies.
*At least four (4) years experience administering federal grants or federal funds passed through state grant(s), including at least one year as the principal investigator for one grant.
*At least two (2) years experience managing a client services database, including creation of queries and reports.
*At least two (2) years experience designing spreadsheets, including use of formulas, linked references, and other special functions of Microsoft Excel.

DUTIES AND RESPONSIBILITIES

The functions listed below are those that represent the majority of the time spent working in this class. Management may assign additional functions related to the type of work of the job as necessary.

* The Human Services Manager acts primarily as a Contracts/Grants Administrator and is directly responsible for the development, implementation, and management of all contracts and grants within the Family Success Administration Division (FSAD) for funding received as well as funding provided to partner service agencies, except for management of those under the Community Action Agency (CAA).
* Serves as County Commission agenda coordinator for all items brought to the Board by FSAD. Responsible for report writing, document ADA compliance, coordination of review at the division level, and submission in the agenda management system.
* Conducts actions necessary to acquire grants or contracts, execute grants and contracts, and performs County requirements to effectuate grants and contracts.
* Ensures that grant/contract data is properly managed, budget expenditure projections are met, compliance issues are resolved, and all necessary reporting requirements are fulfilled.
* Performs invoice review and processes requests for payment through the County's established procurement process.
* Provides technical assistance to contracted service providers and performs monitoring of service provider contacts.
* Serves as project manager for some projects administered by FSAD, such as the Emergency Food and Shelter Program grant. Provides technical assistance to staff related to project compliance.
* Initiates and implements administrative programs and evaluates efficiencies and effectiveness; acts as contract administrator for various grants and contracts for FSAD programs; negotiates, oversees, and reviews program scope and services to ensure compliance with goals and objectives.
* Develops, implements, and manages administrative and program budgets; formulates, updates, and revises operational policies and procedures.
* The position will ensure that grant/contract expenditures are timely processed, that all revenue is drawn when due, and that the grant/contract records are reconciled with the County accounting system.
* The position will serve as administrator for the FSAD SharePoint site and serve as lead on other administrative projects as assigned by FSAD leadership.
* The position may review, interpret, and provide technical assistance on federal and state laws, regulations, policies, codes, ordinances, and requirements manuals, and provide professional assistance to FSAD leadership in specially assigned areas of operation.
* The position may work on specially assigned projects as a representative, resource and/or liaison on behalf of a grant program or FSAD.
* The position may participate in the development of new service programs for residents of Broward County.
* The position may train, supervise, and evaluate FSAD staff involved in administering grants or FSAD financial transactions, as assigned by FSAD leadership.
* Performs related work as assigned.
