OHCS is implementing a large-scale recovery program in response to the 2020 wildfires (ReOregon). ReOregon includes multiple survivor-facing housing programs, including Homeowners Assistance and Reconstruction Program (HARP) and Homeownership Opportunities Program (HOP). The person in this position will primarily be working with (A) subrecipients who are supporting outreach and intake activities for these two programs; (B) survivors or program participants with unusual needs or circumstances; (C) the program implementation team; and (D) local community stakeholders. External Affairs is fundamental to a successful recovery. Stakeholders and survivors alike need to be aware of benefits available from OHCS, and need to also know how OHCS has managed to make positive impacts in disaster regions. Local leaders, culturally specific organizations, and local recovery groups need to be able to interface with the state recovery team for a collaborative effort. OHCS is seeking a qualified Regional Recovery Coordinator in the OHCS DRR External Affairs Office. This position will report to the OHCS DRR Chief External Affairs Officer. This position will play a key role in OHCS's recovery and resilience initiatives and programs. This position will coordinate closely with the OHCS Chief External Affairs Officer, OHCS DRR program management staff, local leaders and stakeholders, community recovery organizations, culturally specific organizations, and many other individuals involved in the recovery effort. The DRR Regional Recovery Coordinator will: lead regional recovery coordination and communication efforts; be highly visible to local leaders, survivors, and stakeholders; provide public updates on program activities; represent the Agency in public settings, review and generate communications content in line with program policies and program operations; resolve applicant appeals and complaints through exhibiting nuanced policy understanding, coordinating with policy and programs teams, and demonstrating empathetic and trauma-informed professionalism; gather information from local governments, agency partners and members of the public to improve program design, delivery and performance; inform regional stakeholders about program changes, both potential and forthcoming, that will impact providers and survivors; identify issues and concerns that require additional attention or investigation from OHCS personnel, contractors or program partners; field in-bound complaints or concerns from partners, providers and clients related to program design, implementation and/or other issues; provide stakeholders and applicants with direct access to OHCS DRR efforts with the ability to guide conversations into a problem-solving paradigm in which the DDR Regional Representative actively assists in defining problems and shaping the universe of possible responses/solutions. The DDR Regional Recovery Coordinator, where appropriate, will: guide clients/stakeholders in how they might resolve issues themselves; direct clients/stakeholders to external resources that may assist them with the issue at hand; offer to research potential avenues for problem solving; take "ownership" of a problem, particularly those that relate to internal OHCS programs or policies, and pursue resolution of the issue; flag concerns, particularly when problematic or repeated, for OHCS internal teams and/or partners and/or contractors; or with care and compassion, explain why a particular desire or concern may not be within the purview of OHCS/State of Oregon/public action. This work requires extensive policy knowledge and a high degree of judgment. This position will represent OHCS Disaster Recovery and Resilience in public settings, including disaster coordination meetings, locally organized meetings, stakeholder groups, and meetings of task forces and working groups. In partnership with the Chief External Affairs Officer, the Regional Recovery Coordinator will work to ensure that OHCS is producing an effective and comprehensive communications and engagement strategy. To learn more about Oregon Housing and Community Services, visit our website: RECOVERY & REILIENCE DIVISIONThe Oregon Department of Housing and Community Services (OHCS) has established a new division to manage recovery from major disasters. The Recovery & Resilience section will administer long-term state and federal grants to benefit disaster survivors and impacted communities in Oregon. Primarily, the division is recovering from the major disasters that occurred during Labor Day Weekend of 2020 when fires caused the loss of nearly 4,200 homes in the state. The Oregon Legislature allocated $150 million in specific wildfire recovery along with substantial affordable housing funding which will be applied to disaster impacted regions, and the federal government is expected to allocate resources to the recovery as well. OHCS has set aggressive goals to replace as much of the lost housing as it possibly can, and to provide a comprehensive recovery for individuals impacted by the fires. This division is a key function of OHCS and will develop innovative business practices within the agency through the administration of multiple CDBG-DR programs for recovery and resilience including HARP, HOP, IHA, PIER, and others. Under the CDBG-DR grant, DRR plans to carry out multiple Substantial Action Plan Amendments (SAPAs), which will likely result in significant program changes, the addition of new programs, and the development of updated and/or new policies and reporting requirements.
