Basic Qualifications

Bachelor's degree or equivalent is required plus a minimum of 8 years of relevant experience; or Master's degree plus a minimum of 6 years of relevant experience to meet managerial expectations.

Due to the nature of work performed within our facilities, U.S. citizenship is required.

Responsibilities for this Position

General Dynamics Mission Systems has an immediate opening for an Earned Value (EVM) and Project Controls Manager. The position provides an opportunity to enhance the performance and profitability of an organization that supports some of our nation's fundamental defense services. General Dynamics Mission Systems employees work closely with esteemed customers to develop solutions that allow them to carry out high-stakes national security missions.

REPRESENTATIVE DUTIES AND TASKS:

  • This position is responsible for establishing and achieving operational and people excellence objectives for Program Performance Management
  • Ensures the organization is recognized as value-added to the business through effective and efficient level of service including consistent implementation of analysis and recommendations, standard tools, policies, and procedures tailored to program requirements
  • This manager will mentor employees in both current assignments and career advancement
  • Promotes & engages employees in the organization's vision, strategy, and goals
  • Builds and leads effective employee teams to include: goal setting, effective working relationships, role clarification, problem solving
  • Promotes & engages employees in the organization's vision, strategy, and goals
  • Manages, trains (OJT), and mentors employees in the realm of program management and program performance areas of expertise
  • Provides on-going performance and career development feedback; addresses disciplinary issues as necessary
  • Manages and controls staffing forecasts in alignment with the department budget, selecting and hiring new employees as necessary to support the business needs
  • Allocates resources according to skillsets and program requirements
  • Provides interpretation in executing program management policy and procedures and EVMS related DFARs and DID
  • Maintains on-going open, two-way communication with employees, department leadership team, program managers, and business leaders
  • Prepares and presents program review documents to senior leadership and customers
  • Reviews customer deliverables with team members and addresses any concerns
  • Conducts EVMS training, ensures compliance with EVMS; supports government audits to demonstrate compliance
  • Provides direct support to programs as required to support program performance and/or customer satisfaction issues
  • Prepares BOEs for assigned geographic locations, support proposals as necessary
  • Develops process improvements for department, monitors progress toward the objectives to ensure projects achieve desired results
  • Represents Program Performance Management functional area for assigned programs
  • Collaborates with other parts of the business
  • On-going contact with internal Program Management and Business Area Directors, managers of Finance, Contracts, Human Resources, Engineering, Supply Chain Management, and Manufacturing organizations
  • Contact with external customers, subcontractors, government auditing agencies, and tool vendors
  • Some travel required

KNOWLEDGE SKILLS AND ABILITIES:

  • Strong leadership and supervisory skills
  • In-depth experience in executing program lifecycle; Program Management experience a plus
  • Strong knowledge in EVMS methodology, principles, and auditing
  • Subcontract management skills
  • Strong skills in MS Office (Excel, PowerPoint, Word, and Project)
  • Strong analytical and time management skills are required
  • Respect for discretion and private information
  • Effective listening, communication and presentation skills; public speaking experience
  • Skilled at identifying issues, impacts, and corrective actions to resolve or minimize impact
  • Demonstrated team building skills to develop rapport and relationship with team, internal stakeholders, and external customers
  • Must have the ability to multi task and set priorities
  • Must be an independent thinker who is self-driven
  • Expert in Earned Value Management cost or scheduling tools.
  • Strong experience in coordination of program requirements across planning stages with several subcontractors
  • Domain expertise in program and/or product life cycle, material management, financial processes, and contracting structure
  • Strong experience with DCMA and DCAA audits
  • Strong understanding of government procurement cycle
  • Effectively delegates assignments to others for developing solutions
  • Effective negotiation and conflict resolution

PREFERRED DEGREE TYPES AND EXPERIENCE:

  • Proficiency with Microsoft Office, to include Excel, Word and PowerPoint.
  • Expert in Earned Value Management cost or scheduling tools and best practices. For example: MPM, Cobra, wInsight, MSProject, Primavera.
  • Experience in coordination of program requirements across planning stages with several subcontractors across distinct product lines.
  • Domain expertise in program and/or product life cycle, material management, financial processes, and contracting structure.
  • Demonstrated experience with DCMA and DCAA audits.
  • General understanding of government procurement cycle.
  • Effective leadership, team building, and delegation skills.
  • Excellent listening and communication skills, time management, and public speaking experience.
  • Effective negotiation and conflict resolution.
  • PMI Project Management Professional (PMP) certification desired but not required.

NOTE: This position can be supported remotely but proximity to either the Bloomington MN or Taunton MA offices would be ideal...you will largely be supporting programs in the Central or Eastern timezones.

Target salary range: USD $135,000.00/Yr. - USD $147,000.00/Yr. This estimate represents the typical salary range for this position based on experience and other factors (geographic location, etc.). Actual pay may vary. This job posting will remain open until the position is filled.
