SUMMARY

This position has oversight/supervisory responsibilities directing the implementation and maintenance of a comprehensive countywide Drug & Alcohol Prevention, Intervention and integrated (D&A/MH) Community Prevention delivered through a network of subcontractors. Responsible for overseeing this network of subcontractor's performing work in schools and the community as defined by the contract and in collaboration with the Single County Authority's (SCA) comprehensive Prevention and Intervention annual plans. Responsible for planning, implementing, monitoring and evaluating the services delivered by the subcontractors. Prepares the annual prevention plan, develops and recommends policies and procedures, researches grant proposals and manages a comprehensive database. Determines that subcontractor performance is in accordance with established regulations, policies and procedures and best practices.


ESSENTIAL DUTIES AND RESPONSIBILITIES

  • On a pre-determined schedule conducts a Countywide Needs Assessment process. Based on the needs assessment results establishes goals and objectives for a Countywide Prevention program;
  • Oversees and/or conducts focus groups and other needs assessment activities as warranted to complete the needs assessment process;
  • Assist with the development of an Annual Prevention Plan. Monitors progress towards goal achievement as implemented by the County and through its subcontractors;
  • Assists with monitoring provider compliance with State and Local minimal standards. As necessary requires a corrective action plans;
  • Attends Provider presentations in the community to assess Provider performance;
  • Produces status and monitoring reports for Providers and is responsible for updating internal and external practices, policies and procedures related to program standards and minimum performance requirements;
  • Manages the State WITS system both internally and at each of the subcontractors sites. Monitors WITS database utilization and maintenance;
  • Provides technical assistance and training to subcontractors as needed in WITS administration;
  • Produces WITS reports to monitor Provider activities and reporting practices. Produces monthly status reports on goal achievement as reported within the WITS system;
  • Creates and maintains monthly service summaries for assigned Prevention and Intervention services and works with the other prevention specialist coordinator to provide reports to the D&A Administrator on activity and spending levels of contracted providers;
  • Acts as liaison between DDAP, the County and providers;
  • Develops SCA minimal standards for Provider administration, operations and service delivery in coordination with State DDAP requirements. Assists Providers in identifying resources and processes best suited to adapting their programs or adopting new programs that are recognized as evidenced based programs and best practices;
  • Represents the department at various community education events as a speaker and panel participant. Acts as departmental liaison on various community education events as a speaker and panel participant. Acts as the departmental liaison on various committees, task forces and work groups as assigned. Assists the public in accessing services both in the D&A network as well as services provided through other related funders and social service systems;
  • Advises D&A Administrator on budget levels for providers based on performance and community needs. Researches and assists in writing grant proposals for public and private funding;
  • Identifies Provider training needs and develops an appropriate training program in coordination with the Program Director to address skills that are required to comply with contract requirements;
  • Other Duties as assigned

QUALIFICATION REQUIREMENTS

  • Bachelor's Degree in Health Education, Education, Social or Behavioral Sciences or a related field;
  • Minimum of two years' experience Or one year as a Drug and Alcohol Prevention Specialist I or any equivalent combination;
  • Ability to manage a flexible schedule;
  • Experience working with individuals with mental health and substance use challenges;
  • Observes all rules of confidentiality as they relate to client information both internally and in dealing with outside individuals and/or agencies;
  • Detail oriented;
  • Strong organizational and documentation skills;
  • Effective oral and written communication skills;
  • Proficiency in MS Office (Excel, Word, and Outlook);
  • Excellent decision-making ability;
  • Ability to maintain appropriate professional and personal boundaries;
  • Maintain a valid driver's license with insurance coverage.
