DEPARTMENT OVERVIEW

Physical Planning, Development & Operations (PPDO) manages and oversees all University activities and services related to physical and environmental planning, design and construction, engineering, physical plant maintenance and operations, capital planning and space management, and the associated business services necessary to support these functions. The University's main campus is spread across more than 2,000 acres and includes over 500 buildings comprising more than 8 million square feet. The department includes operating budgets of over $54 million, manages a project portfolio of approximately $950 million, and employs over 370 full-time staff to carry forth the duties necessary for the campus' development and operation.

JOB SUMMARY

The Contracts Analyst reports to the Contracts Manager. The Contracts Analyst uses contract administration skills and organization policies and procedures to draft and issue standard contracts and agreements. Works on contract administration problems of moderate scope where analysis of situations or data requires a review of a variety of factors. May require guidance regarding specific transactions, drafting of complex contract language, and assistance in the interpretation of contract language. Exercises judgment in determining appropriate solutions to best serve each project, within the bounds of regulatory, statutory, and UC policy guidelines.

APPOINTMENT INFORMATION

Budgeted Salary: $32.28 - 37.36/hour. Salary commensurate with skills, qualifications and experience.
Under California law, the University of California, Santa Cruz is required to post a reasonable estimate of the compensation for this role. The salary shown above is the budgeted amount the University reasonably expects to pay and the salary extended should not exceed this posted amount.

JOB DUTIES

50% - Contract Administration

  • Prepares and executes standard contract documents and assists with performing bidding cycle activities in accordance with all applicable policies and procedures.
  • Initiates, interprets, and processes requests for construction contracts and related documents.
  • Works with project managers to assist in determining the appropriate contract delivery method based on project needs.
  • Serves as administrator for the contractor rotation process.
  • Registers required contracts with the California Department of Industrial Relations (DIR) and sets up Builders Risk Insurance.
  • Ensures labor compliance on larger projects by using tracking software.

30% - Consulting Agreement Administration

  • Coordinates and prepares design and other consulting agreements.
  • Oversees the processing, writing, and amending of various Professional Service Agreements (PSAs) and Executive Design Professional Agreements (EDPAs) and related documents.
  • Works with project managers to initiate agreements and assists in determining which method is the most appropriate.
  • Ensures that processes for consultant selection follow UCOP policies and are in accordance with statutory requirements.
  • Establishes and maintains annual Professional Services applicant pool for PPDO along with investigating new applicants.

10% - Contractor and Consultant Administration

  • Identifies, investigates, and establishes new contractors and consultants with a special emphasis on business outreach.
  • Ensures contractors are licensed and active with the Contractors State License Board (CSLB) and California Department of Industrial Relations (DIR).
  • When appropriate, assists the Contracts Manager in investigating and mediating departmental and contractor complaints.

10% - Insurance and Process Administration

  • Oversees and tracks certificate of insurance for contractors and consultants.
  • Assists with updating and creating documentation of processes and procedures, and updating workflow processes.

REQUIRED QUALIFICATIONS

  • Bachelor's degree in related area and / or equivalent experience / training.
  • Written and professional interpersonal communications skills.
  • Organizational skills sufficient to handle multiple assignments with the ability to prioritize, plan, organize, coordinate and perform work in various situations where competing demands are involved while maintaining a strong commitment to quality standards, attention to detail, accuracy and stated deadlines.
  • Ability to identify and evaluate available information to make sound business decisions.
  • Verbal and professional interpersonal communications skills.
  • Ability to work effectively with broad and diverse constituencies ensuring strong customer service orientation and skills.

PREFERRED QUALIFICATIONS

  • Working knowledge and understanding of specific contracting assignments.
  • Working knowledge of internal departmental / unit operating policies, applicable state and federal regulations and general contract terms.
  • Knowledge of the organization, including its infrastructure, goals, mission, rules, policies, guidelines, etc.

  • Ability to work long periods of time at a computer with or without accommodation.
  • The selected candidate will be required to work a hybrid work schedule and must be able to work successfully from a home/remote office and fulfill the requirements of the UCSC telecommuting agreement.
