REQUIREMENTS AND PREFERENCES

The Broward County Board of County Commissioners is seeking qualified candidates for Contract/Grant Administrator for the Evaluation and Planning Section (EPS) within the Human Services Department.

The Evaluation and Planning Section (EPS) provides interrelated services with a focus on quality and accountability of operations. The EPS's goal is to improve human services standards of practice through a system of research, planning, internal program analysis, centralized quality assurance, information technology coordination, and records management.

General Description

Assists in initiating, coordinating and/or administering assigned programs or projects involving public sector procurements and/or contract, grant, or lease administration.
Works under general supervision, independently developing work methods and sequences.
Minimum Education and Experience Requirements
Requires a Bachelor's degree from an accredited college or university with major coursework in public or business administration or closely related field.
(One year of relevant experience may be substituted for each year of required education.)

Requires two (2) years in procuring, managing and/or monitoring contracts, grants and/or leases or closely related experience.

Special Certifications and Licenses
Depending upon area of assignment, incumbents may be required to possess a valid Florida driver's license.
Preferences
- Master's Degree or higher in related field.
- Six Sigma Certification Yellow Belt (20 hours), Green Belt (35 hours), and/or Black Belt (95) hours.
- Certification from recognized state or national organization in related area of non-profit quality assurance/management.
- Experience or working knowledge of program evaluation and monitoring functions within children, health care, and/or homeless service programs.
- Experience conducting quality assurance activities in a direct service related field.

DUTIES AND RESPONSIBILITIES

The functions listed below are those that represent the majority of the time spent working in this class. Management may assign additional functions related to the type of work of the job as necessary.

Assists in the development of projects, programs, contracts, and grants and in the development of monitoring and/or evaluation policies, procedures and schedules.

Plans and schedules periodic reviews of grants, contract programs, and/or children's, health care and homeless projects, which include agency site visits to determine contractual compliance, service quality, efficacy of contracted programs in performing required activities, and achievement of outcomes.

Performs analysis of grants, contracts and/or leases; performs risk assessments; prepares statistical reports, project reports, monitoring and/or evaluation reports and related data using basic office computer software applications.

Develops and/or reviews established policies and procedures, validates performance data related to programs and various data reports.

Maintains an assignment of a moderate number of contracts for monitoring and/or evaluation activities.

Conducts site visits to observe and analyze the administrative competence and contractual compliance of contracted agencies and efficacy of contracted programs in performing required activities and achieving outcomes.

Provides technical assistance and training to assist contracted providers to achieve contractual compliance and to improve administrative, fiscal and programmatic performance.

Generates detailed contract related reports based on site visits and/or desk audits of the program/s, using computer-based software applications.

Performs follow-up reviews and technical assistance visits if data quality or corrective actions have been implemented.

Prepares monitoring/evaluation reports and related data using computer software applications.

Conducts technical assistance reviews and visits with agencies related to human service program performance data, including agency system monitoring.
