SUMMARY

This is a supervisory position working with alleged delinquent youths and child care staff in the Secure Detention Division. Employees are responsible for the training and supervision of counselors, maintenance of program, and fostering good child care practices. The candidate must be familiar with the Child Protective Services Law, the Juvenile Act, and the Department of Human Services regulations.


ESSENTIAL DUTIES AND RESPONSIBILITIES

  • Responsible for the quality of care administered to youths by the Secure Detention Counselors;
  • Ensures the staff and residents adhere to all policies and procedures of the facility;
  • Ensures that all incidents are reviewed, investigated and documented properly;
  • Plans and supervises youth and staff in daily living activities including, but not limited to, recreation, education, resident employment program, meals, etc.;
  • Monitors and coordinates the development of structured programs for youths;
  • Responsible for the training of new detention employees and student interns;
  • Reports to the Secure Detention Administrator any infractions of Youth Center policies;
  • Ensures the safety and security of the program for both youth and employees;
  • Maintains and enforces mandated ratios being met as outlined by state regulations;
  • Supervises staff and youth during all structured activities and programs;
  • Participate in evaluating employee work performances and personnel actions;
  • Performs related work as required.


QUALIFICATION REQUIREMENTS

  • Bachelor's degree in social sciences and at least two (2) years' experience as a Secure Detention Counselor or social services field. Supervisory experience preferred;
  • Ability to supervise others in the performance of their duties as secure detention counselors;
  • Ability to guide, mentor, and supervise youth and employees effectively;
  • Must be physically capable of handling adolescents during crisis situations using safe crisis management techniques;
  • Ability to recognize situational problems and formulate new plans;
  • Ensures that Youth Center policies are followed on a consistent basis;
  • Must sit with the residents during mealtime, teaching table manners and good etiquette;
  • Must become familiar with location of fire extinguishers and pull stations;
  • Must work rotating shifts, holidays, and weekends;
  • Must submit a bi-annual physical examination report from a licensed physician;
  • Ability to complete and maintain records and to express oneself orally and in writing;
  • Ability to maintain harmonious relationships with public and other employees;
  • Must have good moral and ethical character;
  • Must have a valid drivers' license;
  • Must obtain clearances (PA State Police, Child Abuse, FBI);
  • Must submit to pre-employment drug screening.

The employee must occasionally lift and/or move up to 25 pounds. Specific vision abilities required by this job include close vision, distance vision, color vision and depth perception.
