LMI seeks skilled Investment/Financial Analyst to support a CBP PMO in the National Capital Region. Responsibilities

    Compiles estimated costs in support of budget formulation for the client's programs in the required categories and creating alternative versions to fit specified scenarios.
  • Collaborates with program staff members to develop resource allocation plans (RAPs), congressional justifications (CJs), and multiyear spend plans (MYSP).
  • Provides analysis and data to ensure that program budgets align with strategic and programmatic goals and adhere to fiscal guidance and DHS and federal government budget policy.
  • Creates purchase requisitions (e.g. in SAP)
  • Reviews supporting documentation of purchase requisitions for compliance.
  • Distribute weekly, bi-weekly, monthly, and quarterly financial reports.
  • Maintains program and contractor cost baselines.
  • Develops, reviews, and implements project-level spend plans, and conduct recurring reviews of program resource utilization to identify issues that might affect the program's overall objectives.
  • Provide expertise in researching and drafting Capitalization submissions for Property, Plant and Equipment for deployed systems and property.
  • Prepares periodic reports on the allocation, status, tracking, commitment, obligation, and expenditure of funds.
  • Prepares and process funding documents, identify program funding variances, recommend appropriate reprogramming actions or corrective actions, and report reconciled status of funds.
  • Ad hoc special audits, studies, reports and/or, analysis to evaluate the status of the financial health and/or position of a program acquisition based on balanced scorecard measurements or indicators
  • Knowledge of financial appropriation law


Qualifications

Required:

  • A Bachelor's degree in accounting, business, management, or a related discipline and 3-10 years in Financial Analysis
  • Experience working with financial management software and tools (e.g. SAP)
  • Enterprise Resource and Business Warehouse (BW), INVEST, advanced excel (pivot tables, formulas), and working with large financial data sets
  • Ability to communicate clearly with a variety of stakeholders
  • Ability to demonstrate initiative and effectively solve problems
  • Strong communication skills, both oral and written
  • A true team player who maintains a positive attitude in a dynamic environment
  • Ability to pass a government background investigation, including financial, criminal, residential, educational, foreign affiliation, prohibited substance use, and employment verifications; active U.S. Customs and Border Protection background investigation preferred. Please note that only U.S. citizens are eligible for a suitability determination.

Preferred:

  • Active U.S. CBP background investigation is a significant plus.
  • Previous work formulating or executing CBP budgets.
  • Relevant certification(s) such as: CGFM, CDFM, PMP, CFCM, CPCM and/or CCE/A
  • Proficiency in Microsoft Word, Excel, Outlook, PowerPoint, and SharePoint; skills in advanced Excel techniques including pivot tables, macros, and v-lookups.
