Job Description

Under the general direction of the Commission President and General Manager, the Director of Commission Affairs of the San Francisco Public Utilities Commission (SFPUC) manages the Commission office; prepares for and assists with the facilitation of Commission meetings; maintains official Commission documents; serves as liaison between the Commission and SFPUC enterprises and bureaus staff, other city departments, outside agencies, and the public as necessary; and performs related duties as assigned.

Essential Functions:

  1. Manage Commission meeting materials and records, including agendas, public hearing notices, meeting minutes, approved resolutions, and other materials as required by state and local laws.
  2. Manage the agenda review process and the development of Commission agendas via the workflow process and other established procedures. Monitor "regular" and "consent" agenda items throughout the process to ensure timely release of items as per deadlines. Communicate with project managers regarding issues that may negatively impact scheduling of agenda items.
  3. Communicate with SFPUC executive staff, project managers, and others regarding the scheduling of routine Commission agenda items (reports and communications) to ensure required documents are received by the deadline.
  4. Lead Commission agenda review meetings. Prepare and distribute draft meeting agenda for staff review prior to meeting.
  5. Prepare final Commission meeting agenda, ensuring agenda item links are correct and complete.
  6. Publish agenda on Commission website, distribute to interested parties, and post at meeting location by the required deadline.
  7. Prepare and publish electronic materials for the Commission and executive staff, via Directors Desk web platform.
  8. Prepare and publish public hearing notices, including publishing newspaper notices, if required, as per law.
  9. Manage permanent Commission records, including agendas, minutes and resolutions as per the SFPUC's Record's Retention Schedule, state and local laws, and the Commission's Rules of Order. Coordinate yearly scanning of Commission minutes, agendas and resolutions for permanent retention.
  10. Prepare hearing room for Commission meetings.
  11. Assist the Commission President to facilitate Commission meetings, which occur twice monthly or more if special meetings are called.
  12. Consult with the City Attorney's Office in the preparation of agenda items, notice requirements, and confidential matters.
  13. Assist SFPUC staff by providing documents and responses to Sunshine Ordinance requests.
  14. Monitor Commissioner ethics reports (Form 700) and training to ensure compliance.
  15. Assist the Commissioners with their requests for information and arrange meetings pertaining to their official Commission duties.
  16. Manage the Commission office, including the management of office/records system in support of Commission Business.
  17. Routinely communicate with Commissioners to ensure they have the materials and information required to effectively serve in their roles.
  18. Advise and assist the Commission and SFPUC staff by performing a variety of research tasks. Make evaluation on such matters and provide recommendations as appropriate.
  19. Serve as liaison between SFPUC staff and the Commission on relevant matters.
  20. Serve as a member of the SFPUC executive team.
  21. Perform other related duties as assigned.
Qualifications

Education: Possession of aBachelor's Degree from an accredited college/university, AND

Experience: Three (3) years of full-time professional experience supporting a public governing body (e.g., commission board, city council, supervisors, health system), and/or executive team in a public agency.

Substitution: May substitute degree with qualifying experience on a year-for-year basis. (2000 work hours = 1 year)

  • Ability to adhere to strict deadlines and ensure staff are meeting their deadlines.
  • Ability to handle multiple projects, with occasional shifting priorities.
  • Ability to pay close attention to detail.
  • Knowledge of state and local public meeting laws and administrative procedures.
  • Knowledge and understanding of governmental conflict to interest regulations and codes.
  • Ability to plan and monitor the work of others.
