Come join the team responsible for constructing bridges, roads, sidewalks, bus stops, trails, and other transportation and pedestrian projects for the County of Fairfax. This position works within the Utilities Design and Construction Division performing engineering and construction contracting technical support work for the Transportation Construction Branch.

Utilities Design and Construction Division is responsible for managing the bid advertisement, contract award processes, and overseeing all aspects of construction contract management for transportation projects and stormwater projects including inspection, testing, code compliance, warranty, and project closeout.

Performs engineering and construction contracting and technical support work, both in the field and in the office, for the Transportation Construction Branch (TCB) with occasional support to the Stormwater Construction Branch (SWCB). Serves as the primary point of contact for the Branch during bidding, contract award, and pre-qualification. Has knowledge of Capital Facilities and county bidding and contracting processes for construction and professional services. Prepares prequalification, bidding, and contracting documents for transportation construction projects. Checks project plans, contract, prequalification, and bidding documents for accuracy and completeness in accordance with the Construction Management Guide, and Capital Facilities, DPWES and County contracting policies. Performs QA/QC of bid documents, bids, pre-qualification applications, requests for proposals and other documents. Prepares, organizes, and manages the construction bid opening. Oversees permit timelines and extends/renews permits for entities like VDOT, DEQ, and LDS. Researches and responds to questions from citizens, contractors, and other stakeholders which requires knowledge of Capital Facilities contracting, other county lines of business. Manages updates to the agency web page. Prepares GIS maps for projects, board items, and project completion PowerPoint presentations. Maintains and updates completed projects data using Microsoft Excel and other systems like CPMIS. Schedules meetings and sets up conference rooms for video conferences. Maintains and updates database for tracking project status/information. Duties are performed under the general supervision of the Branch Chief. Complies with Capital Facilities' safety program and guidelines.

Note: P osition is in the Transportation Construction Branch, located in Fairfax County Government center at 12000 Government Center Parkway, Fairfax, Virginia. This position may be eligible for telework.

Employment Standards

MINIMUM QUALIFICATIONS:
Any combination of education, experience, and training equivalent to high school graduation or a GED issued by a state department of education; plus, four years of engineering technical support work.

CERTIFICATES AND LICENSES REQUIRED:
A valid driver's license.

NECESSARY SPECIAL REQUIREMENTS:
The appointee to this position will be required to complete a criminal background check and driving record check to the satisfaction of the employer.

PREFERRED QUALIFICATIONS:

  • At least three (3) years of experience in construction and/or professional services contracting document preparation.
  • At least three (3) years of experience in interpreting construction contract documents.
  • At least three (3) years of experience in contract and technical support to construction projects.
  • At least one (1) year of experience in ADA compliance and posting requirements on various websites.
  • At least one (1) year of experience in utilization of Geographic Information System (GIS) Software.

PHYSICAL REQUIREMENTS:
Ability to hear normally in order to recognize backup alarms of the construction equipment. Ability to safely walk across uneven terrain in performing field investigations, measurements, and onsite meetings for construction projects. Must be able to physically negotiate rough terrain and typical construction sites. Must be able to produce handwritten and typed documents. All duties performed with or without reasonable accommodations.
