Qualifications
Federal experience is not required. The experience may have been gained in the public sector, private sector or One year of experience refers to full-time work; part-timework is considered on a prorated basis. You must meet the following requirements by the closing date of this announcement: SPECIALIZED EXPERIENCE GS-13: To be minimally qualified for this position you must have one (1) year of specialized experience at a level of difficulty and responsibility equivalent to the GS-12 grade level in the Federal service.Specialized experience for this position includes:Contracting Officer's Representative (COR) Level II certified experience completing contract acquisition packages. Experience working with vendors under contract. Experience writing the technical documents for the contract, such as the Statement of Work (SOW), Performance Work Statement (PWS) or Statement of Objectives (SOO). Experience preparing the cost estimates. Experience performing market research activities and other required planning documents. Experience performing quality assurance. Experience performing Receipt and Acceptance for invoices on the contract. Experience with a wide range of analytical and evaluative methods and techniques, both qualitative and quantitative; management and organizational principles to apply to programs, projects and studies concerning the efficiency and effectiveness of operations and means to improve them. Experience with project management to evaluate complex projects and studies and the ability to identify problem areas, trends, deficiencies, and other similar factors affecting operations. Experience with budgeting methods and techniques to prepare analyses and estimates; oral communication techniques to present findings, deliver briefings, and negotiate solutions to disputed recommendations.
