Essential Functions

Job Summary

Summary

The UTSA Fostering Futures Program supports students who have a history of foster care with comprehensive services across campus and in the community. The Associate Director is responsible for strategic planning, leadership, and operational oversight of programming to serve students who have a history of foster care, unit personnel, budget, and development to support continued growth, including cross-collaboration within the Division of Student Success, interdepartmentally across UTSA, community constituents, and partners within the Bexar County Fostering Educational Success network.

Scope/Function

Drives strategic planning to operationalize and provide comprehensive support programs for students who have a history of foster care, including outreach and recruitment into the K-12 pipeline, admission supports, academic intervention, campus navigation, student engagement, health and wellness resources, financial and employment connections, and internal and external referrals to agencies to assist students to build their community support systems. Continuous assessment of programming and operations to successfully meet division-wide KPIs. Evaluating internal policies and procedures to ensure effectiveness and efficiency in meeting student needs and leading advocacy efforts for necessary change to improve systems as it affects the student experience for this population. Direct oversight and management of budget operations across unit cost centers. Supervises and develops unit personnel, including professional-level and student-worker staff.

Core Responsibilities

Organizational Leadership:

Demonstrates a high level of excellence in representing the FFP for the advancement of the program mission. Functions as a division leader who supervises employees at various levels.
  1. Strategic planning, assessment, and management of FFP activities and programs for prospective and enrolled undergraduate and graduate students as well as alumni.
  2. Hiring, supervision, and development of professional level and student worker staff, including the creation and assessment of job descriptions, the addition of mission-critical personnel to support necessary programs, continuous professional development, and driving change to improve the organizational chart when necessary.
  3. Establishes and maintains strategic partnerships with internal departments, community organizations, leaders, and stakeholders for the advancement of the FFP mission.
  4. Ability to pivot and prioritize high-stakes projects and circumstances with precision and effective decision-making skills.
  5. Frequently attends and participates in governing committees as a representative of the FFP.
  6. Provides expertise to the University faculty, staff, and leadership of various colleges and departments on students who have a history of foster care and best practices, benefits, policies, and procedures to advocate for effective change.

Programming:
  1. Oversight and direction of the creation, design, and implementation of campus-based support programming required by the BCFES.
  2. Navigate student-level crises to make appropriate referrals for crisis intervention with law enforcement, behavior management, well-being personnel, and other critical resources that will serve the best and holistic interest of the student.
  3. Understanding and working knowledge of campus-based and community-based support services and benefits available to students.
  4. Responsible for knowing extremely detailed information about our program, responding to in-person and phone inquiries, and providing guided tours of our office space to visitors.

Assessment and Reporting:

This position must utilize creative and strategic skills to build useful reports, generate required reports, and determine an assessment plan for growth and success.
  1. Composes and submits required reports to the Executive Director, Sr. Vice Provost for Student Success, the Bexar County Fostering Educational Success program, the Department of Family and Protective Services, and funders of special projects to include necessary data to support target KPIs and performance measures specific to unique program components.
  2. Creates and drives the evolution of the unit assessment plan to measure successes specific to identified KPIs.

Financial Management:

This position is responsible for managing and stewardship of the financial resources available to the FFP.
  1. Plans and oversees the annual operating budget.
  2. Manages contracts to include but not limited to the Supervised Independent Living (SIL) program through the Department of Family and Protective Services.
  3. Write or contribute to grant proposals to secure additional funding for programs and services that advance the mission of the department.
  4. Partners with the Advancement team to directly interface with private donors and lead the procurement of philanthropic gifts to support special projects for the FFP.

Operations and Communication:

This position is responsible for implementing best practices and oversight of all unit operations and unit communications:
  1. Develop and maintain unit policies and procedures for meeting student needs and mission-critical work, including research on innovative, practices for engaging with students who have a history of foster care and authentic youth collaboration.
  2. Oversee external communication for the FFP to include maintenance of the unit website, and social media presence across multiple platforms, collaborating with internal departments on creating and distributing materials to promote FFP storytelling and special events.
  3. Ensure all spaces assigned to the FFP are managed within safety codes and space efficiency, and prioritize student safety and wellbeing at all times.
  4. Inventory - oversee the annual inventory process with detailed knowledge of assets assigned to the unit.
  5. Maintain oversight of department email inbox, main department phone extension, internal document storage, end-user experiences with FFP online presences, mechanisms for student and stakeholder feedback, tracking, and department accounts for various software or vendor sites.
  6. Coordinate ordering and deliveries of critical items to support programming.
  7. Performs other duties as assigned.


Required Qualifications
  • Master's degree from an accredited institution.
  • Minimum of seven (7) years of experience with programming for special populations.
  • Minimum of three (3) years of supervisory experience.
  • Demonstrated experience with budgeting and grant management.
  • Minimum of one (1) year of experience compiling high-stakes, data-driven reports.

Preferred Qualifications
  • A Master's degree in social work, higher education, student affairs, or other related fields.
  • Minimum of five (5) years of direct experience with programming for college-age youth.
  • Experience using systems like Salesforce, Civitas Inspire, Banner, and others to generate data-driven reports for executive leaders.
  • Experience managing funding streams from state and/or federal sources.
  • Trauma-informed care training within the last (2) calendar years.

Working Conditions

Physical Demands:
  • Must be able to lift to 20 pounds on occasion.

This position will require working both remotely in Texas and on campus (approximately five or more days on campus per month). Travel and parking expenses are the employee's responsibility. Applicants must be adaptable and open to working in both environments.
