Duties

As Deputy Division Chief, together with the Division Chief oversees and directs the Satellite Licensing Division, which involves serving as the new satellite systems technologies subject matter expert and advisor with responsibility for directing Division activities to develop technical service rules and assignment policies for the space components of many of the new satellite services. Defines policy areas of responsibility; establishes policy and priorities for the Division. Apprises staff of changes in emphasis or direction.

As an expert on space station licensing and requests for emergency or temporary authority or waiver of the rules that are consistent with existing Commission policy; and oversees Division efforts and develops methods by which to monitor compliance by licensees with the terms and conditions of their authorization and determines and pursues appropriate enforcement actions, in conjunction with other Bureaus (e.g., Enforcement Bureau) and Offices. Oversees the complex technical analysis, review and authorization of rulemaking petitions, applications and special requests under Part 25 for space station facilities

Leads and/or participates as Division, Bureau or Commission representative in a wide variety of international and domestic conferences and meetings pertaining to domestic and international earth stations.

He/she serves as a first level supervisor with responsibility for the technical and administrative supervision of the Division; and through subordinate supervisors.

Acts for Division Chief and assumes full responsibility for all Division activities, as delegated, in the absence of the Chief.

Performs other duties as assigned.

Qualifications

Applicants must meet eligibility and qualification requirements by the closing date of this announcement. Current Federal employees must meet time-in-grade requirements by the closing date of this announcement.

Specialized Experience: Applicants must have a minimum of one year of specialized experience equivalent to at least the GS-14 in the Federal service. For the GS-15 position, specialized experience includes the following:

- Experience serving as an expert on satellite engineering spectrum issues.

- Experience providing guidance and advice to management regarding engineering and regulatory issues;

- Experience overseeing, directing, or managing a subordinate staff or serving as a team leader or project leader over a work group;

- Experience representing the organization and explaining complex issues to high level officials on spectrum related matters at conferences, Members of Congress, industry representatives domestic and internationally.

- Experience conducting and participating in rulemaking proceedings and/or inquiries and developing policy relating to satellite systems.

PART-TIME OR UNPAID EXPERIENCE: Experience refers to paid and unpaid experience, including volunteer work done through National Service programs (e.g., Peace Corps, AmeriCorps) and other organizations (e.g., professional; philanthropic; religious; spiritual; community, student, social). Volunteer work helps build critical competencies, knowledge, and skills and can provide valuable training and experience that translates directly to paid employment.
