Job Description Summary

Enterprise Community Partners has a long history of convening successful partnerships to address the housing needs and to improve outcomes for homeless populations in Cuyahoga County. As Enterprise's impact on the homeless system in Cuyahoga County continues to expand, our goal is three pronged. First, we continue to lead efforts to address chronic homelessness through the provision of high quality permanent supportive housing. Second, we aim to improve housing stability and economic prosperity amongst those experiencing and exiting homelessness by increasing income. Third, we are leading the development process for a new supportive housing development for young adults 18-24 years old. Importantly, this young adult housing development process includes the expertise of young adults with lived experience of homelessness, providing an opportunity for young adults to have power and influence during planning and goal setting.

The Senior Program Officer must have a strong commitment to housing solutions connected to opportunity for persons experiencing homelessness and be a creative problem-solver with an understanding of homeless services. They must be able to convene and lead diverse groups, and possess organizational skills to expertly manage projects, strong communication and writing skills, and be detail oriented. Successful candidates will be familiar with greater Cleveland's affordable housing and homeless services landscape and partners. Candidate should respect, value, and seek to uplift the expertise of people with lived experience of the complex social problems this work confronts.

Job Description

Job Responsibilities:

  • Lead the Income and Stability (workforce/homeless services) initiative that involves program development and implementation, stakeholder engagement, consultant management, and outcomes tracking.
  • Support the PSH initiative including meeting management and support, monitoring data outcomes, and collaborative project and budget review processes.
  • Lead collaboration to develop housing for transition age young adults with focus on guiding youth centric process to develop vision and policies for how building will be operated and service delivery.
  • Lead partnerships with people with homeless experience in all initiatives as both workgroup members and advisory bodies.
  • Collaborate with a diverse group of colleagues, public agency staff, developers, and community-based organizations.
  • Represent Enterprise externally as content expert, both in multi-stakeholder meetings and in formal presentations
  • Lead in developing written communication materials for public distribution for all initiatives.
  • Partner with Enterprise fundraising staff on proposal development and stewarding both current and prospective funders.

Qualifications:

  • Undergraduate degree required; graduate degree preferred.
  • Minimum of 5 years of program management or other related experience.
  • Operates independently under minimal supervision; successfully handles new situations and environments.
  • Experience in program design, development and implementation.
  • Experience leading and working in collaborative teams and a diverse set of stakeholders.
  • Strong oral and written communication skills; capable of independently producing polished documents for public distribution.
  • Excellent critical thinking and creative problem-solving skills.
  • Excellent organizational, time management and prioritization skills; ability to work on multiple projects simultaneously.
  • Attention to detail and emphasis on accuracy and quality of work.
  • Curiosity, flexibility, and excitement about sharing new skills and knowledge.
  • Familiarity with the affordable housing, community development, or planning a plus sectors
  • Familiarity with homeless services and/or workforce services in Cuyahoga County.
  • Familiarity with basic affordable housing finance a plus.

The base salary for this role is $85,000 to $87,000, depending on level of skills and experience.

The salary range for this position is represented by the low and high end of the range for the amount to be paid for the position. Salaries paid at Enterprise will vary based on factors that may include skills, education, location, experience, and performance. The salary range is just a part of the total rewards package provided to employees at Enterprise, and other rewards may include annual performance bonuses and generous paid leave programs.
