THE POSITION


Washington County Behavioral Health Division within the Department of Health and Human Services (HHS) is recruiting for a person-centered Management Analyst I to join our team!

The Opportunity
In this role, you will provide support across our program areas and perform various analyses as needed. You will work closely with our team of program supervisors to assist with contract and grant management to ensure all legal and procedural requirements are met and documented. You will also provide specialized reporting and data compilation and analysis and assist program supervisors with culturally specific provider needs, survey and report development, support meetings, invoice tracking, crisis billing, daily project coordination, and other advanced administrative tasks related to our operation of the Community Mental Health Program.

This position is eligible for a hybrid work schedule, including 2-3 days/week of remote work.

About YOU!
The ideal candidate for this position will be well organized and highly detail oriented. They will be skilled in computer applications including Microsoft 365 products, such as Word, Outlook, Excel, and Teams, and will be able to navigate web-based data platforms. They will also have strong collaboration skills to partner with other departments/divisions to ensure that the work product meets county and grantor requirements. They will have the ability to follow highly detailed documents and instructions. As this position manages information in accordance with privacy laws, an understanding of how and when to share protected health information with other parties is essential. Additionally, they will be a motivated learner and team player with the ability to thrive in an environment that emphasizes trauma-informed care and strives toward increasing equity and inclusion amongst its staff members.
Our ideal candidate will enjoy trouble shooting, open to change, and strive for accuracy. They will have tenacity and patience and follow through to see projects to completion.

It is highly preferred to have:
  • Professional experience with Contract and/or grant management
  • Professional experience working in the public sector (city, county, state, or other municipality)
  • Advanced level of proficiency with Microsoft Excel
  • Experience with data entry and tracking documents
  • Experience with databases.

MINIMUM QUALIFICATIONS

Education and Experience:
Candidates must meet one of the following criteria to be considered for this position.

  • Bachelor's Degree in public or business administration, finance, economics, statistics, accounting or a related field that provides the required knowledge, skills and abilities; OR
  • Associate's Degree in public or business administration, finance, economics, statistics, accounting or a related field that provides the required knowledge, skills and abilities; AND two (2) years of responsible professional work experience in administrative, operations, budgetary, financial, or similar analysis; OR
  • Four (4) years of responsible work experience in administrative, operations, budgetary, and similar analyses.

Selection Process

  3. Subject Matter Expert (SME) Review: Your responses to the supplemental questions may be evaluated and scored by a panel of subject matter experts. Your total score for this examination will affect your placement on the eligible list (a list of candidates eligible for interviews).
  4. Panel Interview(s): Generally, the top 6 - 8 candidates will be invited to participate in a panel interview.
  5. Conditional Offer: A successful candidate will require to successfully clear a 3rd party background check as a pre-employment condition and Oregon State comprehensive background check as a condition of continuous employment.
