Job Summary

The Vice President (VP) of Health Major Capital Projects is responsible for directing Project Delivery for New Buildings, leaseholds, major renovations and seismic retrofits for UCSF Health's Major Capital Projects including individual projects with capital budgets with the largest and/or significant expenditures. Project delivery includes responsibility for setting contract business terms, financial management, project controls, Architect-consultant-general-sub-contractors' selections, and oversight management of design and construction for all new Medical Center buildings. This position is responsible for delivering all projects on or below budget and on or ahead of schedule as approved by the UC Regents. The position is also responsible for managing on-going design and construction capital projects at the BCH-Oakland.

The VP of Health Major Capital Projects must be collaborative with a hands-on management approach and excellent communication skills. They will have a breadth of experience in managing all types of capital projects, a leader who has a track-record of consulting constituencies, providing transparency, and improving processes. Must be able to work with a team to establish project timelines and budgets and meet them. The VP will successfully have the ability to develop strong professional relationships with UCSF partners and all external agencies having jurisdiction. This role works collaboratively with the Directors of Facilities, Nursing, Environmental Health and Safety, Ancillary and other Support Services departments to coordinate the implementation of capital projects as they are affected by and affect the operations of these functions.

Department Description

The organization of UCSF Real Estate is focused on the development, planning, delivery, and management ofphysical space for UCSF. Key responsibilities include a unified approach to oversee the active UCSF growth planned on a multi-site campus and to manage the complex metropolitan environments affecting capitalassets andprojects and efforts to align municipal challenges with maximum effectiveness in support of the UCSF mission.

UCSF Real Estate is an integrated unit that enables the alignment of development, planning, design, construction, and management of facilities and a lease portfolio of 1M square feet across UCSF. Services are provided through the following departments: Building Permit Services, Campus Design and Construction, Campus Planning, Construction Contract Administration, Health Design and Construction, Health Major Capital Projects, Real Estate Services, Benioff Children's Hospital Oakland Capital Program Management and support through Business Intelligence, and Finance, Administration and Operations.

The Health Major Capital Construction Department is responsible for delivering the design and construction for new buildings and other major capital projects as assigned. Major Capital project budgets are greater than 70 million dollars. Our goals are delivered through Integrated Project Delivery (IPD) methodologies. Our vision is to be recognized as an innovative and collaborative owner through new processes, innovation of new delivery models, contracts and commercial terms that will attract the most qualified teams. Our projects are managed in the Integrated Center for Design and Construction (Big Room). Our work emphasizes development of highly integrated and collaborative teamwork. We fully support and integrate Lean tools in our project work.

The combined UCSF Campus and Health organizations include approximately 198 UCSF and 38 contract personnel; operating/recharge budgets of more than $52.2M per year; current year capital project expenditures of $900M; and oversight and responsibility for > $13.3B long-range capital development.

Required Qualifications


  • Extensive experience delivering large, complex, multi-phased health facilities capital construction projects.
  • Expert planning and analytical skills related to medical center design and construction.
  • Expert knowledge of federal, state and local laws, and regulations governing planning, building design and construction for health facilities, including but not limited to, Joint Commission, OSHPD / HCAI, NFPA and CDPH requirements.
  • Exceptional forecasting, budgeting and cost management skills.
  • Expert skills in leadership, management, diplomacy, promoting and managing change, team building, consensus building and negotiation.
  • Exceptional interpersonal and communication skills including ability to effectively convey concepts to senior leaders and executives.
  • Bachelor's degree in related area and/or 15 years of experience/training.

Management and Administration (10 years)
  • Skilled in management and organizational skills
  • Broad experience in capital project management and facilities administration with demonstrated ability to manage projects and personnel.
  • Experience supervising and effectively collaborating with professionals at varying levels of responsibility.
  • Ability to evaluate, select and manage appropriate consulting firms for preparation of architectural studies and designs.
  • Experience with project budget and schedule management in a large, complex organization, including the ability to manage scarce resources.
  • Proven skills to and forecast and manage operations budgets.
Project Delivery ( 15 years+)
  • Demonstrated experience with direct accountability for leading design and construction for individual projects with project budgets in excess of $100 M.
  • Working knowledge of alternative project delivery methods including Integrated and Collaborative models, Cost plus, subcontractor design assist. Design-Build, and other traditional and non-traditional delivery methods.
  • Demonstrated planning and analytical skills related to building design and construction in a medical center.
Project Management (10 years)
  • Ability to lead the development and coordination of all phases of construction projects.
  • Broad familiarity with construction processes, practices, contracting procedures, procurement, codes and regulations.
  • Ability to control project costs.
  • Familiarity project scheduling and computer-based design technologies.
Problem Solving
  • Ability to analyze complex problems and to synthesize, integrate and conceptualize alternative solutions.
  • Ability to develop and analyze for comparative evaluation the anticipated effects of design and construction alternatives.
  • Ability to plan effectively for both short-range and long-range objectives.

Leadership, Communication and Collaboration (10 - 15 years)
  • Proven skills in leadership, management, diplomacy, promoting and managing change, team building, consensus building and fostering cooperation.
  • A client-oriented approach with a commitment to professional development, teamwork, and high ethical standards.
  • Excellent interpersonal and communication skills including demonstrated ability to effectively convey financial, architectural and construction concepts in written and graphic formats and in oral presentations.
  • Ability to chair committees and preside at public meetings.
  • Previous experience at an academic Medical Center.

Preferred Qualifications

Degree in Architecture and Architectural Registration preferred,
Degree in Engineering and Professional Registration preferred.
