The IT Business Analyst III applies extensive knowledge of business unit's operations and needs along with knowledge of systems technology to identify and design information system improvements, serving as a liaison between business stakeholders, technical groups and end users.



Responsibilities

This position works independently in leveraging a deep understanding of departmental operations to provide strategic consultation and in representing the business unit in coordinating system modifications and implementations with technical groups. May act as a lead for other analysts or IT support staff and oversee and/or provide training for end users.

JOB DUTIES

    Analyze and document current business requirments and system configurations to define functional requirements and to develop specifications for enhancements, modifications and/or additions to existing system functionality.
  • Provide recommendations for process improvements as it applies to interfaces or customizations.
  • Act as liaison between department/program and other Center technical resources
  • Participate in the design, development, modification, testing, implementation and documentation of application changes and upgrades to meet business needs.
  • Develop new processes with test plans, test cases and scenarios and documentation of results.
  • Conduct User Acceptance Testing.
  • Provide training and knowledge transfer when applicable.
  • Work with department and IT staff to review documentation for all system process to facilitate adoption by end-user community.
  • Contribute to overall planning of projects and issue resolution by developing time estimates.
  • Follow documented procedures for configuring, maintaining, upgrading, testing and coding the application/reports/interfaces.
  • Attend Center IT meetings to stay informed and represent department IT issues.
  • Develop and maintain operational, management, and ad-hoc reports and programs as needed.
  • Assist end-users with troubleshooting of technical problems, escalating to the appropriate resources when necessary.
  • Administer end-user security processes for the department.
  • Provide desktop support and other duties when desktop help is not available.


Qualifications

MINIMUM QUALIFICATIONS

  • Bachelor's Degree in Information Technology, Computer Science, or other related field.
  • 7+ years of IT business analysis experience managing Enterprise applications
  • Experience with application development lifecycle methodology as well as IT analysis mythologies such as process flow definition, data flow diagramming etc.
  • Proven ability to work with business stakeholders to elicit, analyze, communicate, document and validate systems requirements both functional and non-functional.
  • Proven ability to develop and execute test cases
  • Strong organizational, analytical and problem solving skill
  • Ability to understand users' requirements and write technical specifications
  • Ability to communicate clearly with stakeholders in a timely manner both in writing and verbally
  • Ability to identify and define problems, collect data, establish facts and draw valid conclusions
  • Ability to work in a team environment, with significant day to day contact with user groups, internal developers, and external developers and consultants
  • Ability to identify when expertise or knowledge is needed from others
  • Excellent organizational and communication skills

  • CBAP Certification
  • PMP Certification

The annual base salary range for this position is from $93,101 to $139,630, and pay offered will be based on experience and qualifications.
