Job Summary Reporting to the Vice President, Administrative Services, the Human Resources Director delivers the full range of human resources programs and services to Chandler-Gilbert Community College. Acting as an internal consultant, the Human Resources Director provides advice and assistance to the campus community. They serve as a liaison between the district and the college on HR related matters; serve as a contributing member of the district wide HR directors council and contributes to the development of system wide initiatives. Using accepted human resources techniques, knowledge of a variety of personnel practices and problems, and exercising professional judgement, the HR Director is a hands-on leader who exercises judgment, is collaborative, empathetic, thrives in an active and fast-paced environment and who is comfortable with a diverse population of administrators, faculty, staff, students, and the public. The Human Resources Director works collaboratively with our sister colleges, the District Human Resources Office, and CGC Business Services on implementing processes and projects in support of MCCCD and CGCC's mission and vision. Essential Functions 25% - Working closely with the Lead Recruiter, oversees the recruitment process, providing guidance on the process, options, sourcing, and opportunities for recruitment for fulltime staff, faculty and administrative, adjunct faculty and part time temporary positions. Serves as technical advisor to hiring managers and executives on the recruitment process. Manages the employee evaluation process; processes personnel transactions such as reassignments, transfers and separations; oversees processing of employee compensation; advises college departments on transaction processes. Works collaboratively with College Business Services on position management and reporting. 25% - Manages the college human resources office supervising employees including prioritizing and assigning work and managing the department budget; serves as advisor to college leadership and employees to ensure compliance with applicable district policies, procedures, and state and federal laws and regulations related to all aspects of human resource including hiring, compensation and benefits; serves as liaison between district and college on HR related matters, serves as contributing member of district wide HR directors council, co-chairs the college Employee Development Committee, and contributes to development of system wide initiatives 15% - Evaluates human resource processing operations and activities and recommends improvements; plans and coordinates implementation of electronic human resource system functionality including training for and on-going assistance to users and assures compliance with system requirements 15% - Analyzes complex, technical and confidential issues, drawing conclusions and taking appropriate action by applying appropriate policies, procedures and resources; provides advice and information on human resources issues, policies and procedures, including employee benefits and employee relations 10% - Plans and coordinates employee development programs and activities including new employee orientation, district required training, supervisory training, employee events, and development activities related to college initiatives. 10% - Other duties as assigned Minimum Qualifications Bachelor's Degree from a regionally accredited institution in human resources or directly related field, six (6) full-time equivalent years of progressively responsible human resources experience that includes the administration of policies and procedures, advanced, complex analysis, program oversight, and two (2) years of supervisory experience OR Associate's Degree from a regionally accredited institution, eight (8) full-time equivalent years of progressively responsible human resources experience that includes the administration of policies and procedures, advanced, complex analysis, program oversight, and two (2) years of supervisory experience OR High School Diploma or GED, ten (10) full-time equivalent years of progressively responsible human resources experience that includes the administration of policies and procedures, advanced, complex analysis, program oversight, and two (2) years of supervisory experience Desired Qualifications
