Full Range: $68,000 - $113,000 annually

Salary offers are based on the candidate's equivalent experience and internal equity with other employees within the same job classification. This position is not eligible for overtime compensation.

About the Position

The Homeless Initiatives Programs Manager all aspects of Maricopa County's Human Services Department's homelessness projects and programs. The Homeless Initiatives Programs Manager works closely with the Assistant Director and Director, other government agencies, and regional nonprofit partners to end homelessness within Maricopa County.

We Require

  • Four years of related professional experience managing projects and conducting complex research and analyses
  • Bachelor's degree in business administration, public administration, or related field
  • An equivalent combination of post-secondary education in business administration, public administration, or related field may substitute for the required experience on a year-for-year basis.
  • Must complete background check and fingerprint identification upon hire to secure and maintain Level 1 DPS Fingerprint Clearance Card

We Also Value

  • Knowledge of federal, state, and local programs and funding of homeless programs, including the Homeless Emergency Assistance and Rapid Transition to Housing (HEARTH) Act of 2009 and Emergency Solutions Grant (ESG) and Community Development Block Grant (CDBG) regulations
  • Experience with methods to mobilize people, communities, and resources and to prioritize formal and informal group responses to community concerns regarding homelessness
  • Knowledge of national, regional, and local trends using evidence-based practices and data-driven outcome measures as they apply to homelessness
  • Experience supervising professional level staff

Job Contributions

  • Effectively communicates and works with the Assistant Director and Director to coordinate and participate in developing a comprehensive approach to improve and expand the array of regional homelessness solutions
  • Promotes effective, evidence-based strategies to address homelessness and methods to implement innovative, best-practice approaches and solutions regionally with service and funding providers
  • Analyzes homeless population data to create data-driven and outcome-focused regional solutions
  • Provides supervision to staff and oversees the coordination and implementation of the County's homelessness programs and local fund contracts to support ending homelessness in Maricopa County
  • Develops and maintains networks of community partners, including cities, state departments, housing authorities, behavioral health authorities, health care plans, and non-profit agencies to support regional systems improvement for homeless services
  • Analyzes project outcomes, budgets, and regional data on homelessness
  • Utilizes information to make strategic decisions for the County's priorities.
  • Stays current on funding mechanisms, laws, regulations, and policies on all federal, state, and local homelessness programs
  • Ensure compliance with all federal, state, and local laws, regulations, policies, and procedures
  • Communicates with various diverse community, civic, and governmental boards/commissions regarding the causes and solutions to homelessness and participates in the regional homelessness committees, groups, and organizations in Maricopa County
  • Performs a full range of supervisory responsibility over staff (5 direct reports), including but not limited to establishing workload standards, determining work priorities, developing performance plans, monitoring and evaluating performance, coaching staff, and hiring new staff

Working Conditions

  • Work is routinely performed in an office environment, which may require long sitting, reading, and typing periods.
  • Requires travel to program sites throughout Maricopa County
  • The position requires travel to and from various county, client, and contractor locations during a scheduled workday, subject to County policies regarding the use of County vehicles and/or private vehicles used on County business
