Qualifications
Federal experience is not required. You must meet the following requirements by the closing date of this announcement: Specialized Experience - GRADE 14 You must have one year of specialized experience at a level of difficulty and responsibility equivalent to the GS-13 grade level in the Federal service. Specialized experience for this position includes experience leading major computer project assignments that required a wide range of analytical and evaluative methods and techniques, both qualitative and quantitative, sufficient to accomplish complex projects or studies broad in scope and magnitude. You must also have experience and application with a range of laws, policies, regulations, and precedents applicable to the segment(s) of the Service's program affected by the assigned project or study, knowledge of management principles and processes and performance of project management duties, experience coordinating and integrating project objectives and recommendations with key line and/or staff functions of the Service, and experience communicating effectively both orally and in writing. In addition to the above specialized experience, you must have experience in using IRS' Integrated Financial System (IFS) or equivalent, including running and interpreting reports on contract and labor expenditures. Experience using Procurement for Public Sector (PPS) to access and analyze shopping cart data, purchase card transactions and contracts. Experience interpreting contract data to determine the financial impact. Experience managing the Office of Management and Budget, Capital Planning and Investment Control process.
