Position Summary:
Led by the Vice Chancellor for Research and his senior leadership team, the Office of Research (OR) works with other campus leadership and units to foster an environment for research and artistic activity that facilitates the discovery and dissemination of knowledge in many forms to all levels of society. OR provides central campus administrative support for UCI's research programs. OR's core administrative units include Research Administration (RA), University Laboratory Animal Resources (ULAR), -Administration/Financial Operations/Research Programs, Research Development, and the Office of the Vice Chancellor. Administration/Financial Operations/Research Programs provides administrative and network and computing support to OR's core administrative units as well as oversight of over 30 Organized Research Units and Special Research Programs that report to OR.
This position is responsible for the overall executive management of a broad range of administrative and financial operations for the Office of Research Coordinating Point. Participates with other higher-level managers to establish strategic objectives and to implement plans and programs to further the development of campus research programs and has the responsibility for coordinating operations and resources to achieve the Office of Research goals. Makes decisions on operational matters and ensures achievement of objectives for the Office of Research Coordinating Point with a direct impact on financial and human resource planning, the annual budget process, and general oversight for the management and implementation of a broad range of operations, business processes and administrative services for the Office of Research Coordinating Point. The functions include strategic (short and long term) planning, budget and resource planning and oversight, human resources, academic personnel management and oversight, space, facilities, IT, and equipment planning and oversight. Reviews and approves recommendations for operational planning and control. Erroneous decisions will have serious impact on the overall success of the Office of Research Coordinating Point and the campus research enterprise. Represents the Office of Research on campus strategic committees and is responsible for coordinating point policy implementation and administration for a diverse set of internal central administrative units, recharge centers, remote research facilities, and for new and existing multi-disciplinary and transdisciplinary research organizations. On behalf of the Vice Chancellor for Research, this position assists with the development of campus research policies and Office of Research initiatives and ensures maintenance of successful relationships with academic and administrative units as well as external agencies and organizations. Responsible for maintaining the financial and administrative integrity of Office of Research, Organized Research Units (ORU's), Special Research Programs (SRP's), Research Recharge Facilities, Provisional Organized Research Units (PrORUs), and working with senior administrators and faculty across the campus to establish effective infrastructures for new multi-school research centers.

Required:
  • At least 15 years of administrative operations management level experience with advanced financial and human resources experience and knowledge of applicable policies and procedures.
  • Bachelor's degree in related area and / or equivalent experience / training.
  • Excellent leadership abilities to oversee multiple functions or departments through subordinate managers.
  • Advanced knowledge of financial analysis and reporting techniques; human resources and risk management planning; accounting and payroll.
  • Excellent skills to work collaboratively and act persuasively in sensitive situations; skills in conflict management techniques.
  • Skills in establishing and implementing customer service standards.
  • Excellent ability to establish metrics for department and employee goals which measure effectiveness of contributions to efficient operations of department.
  • Strong knowledge of common organization-specific and other computer application programs.
  • Advanced knowledge of administrative management theory and ability to translate this knowledge into practice.
  • Advanced skills in strategy development, systems planning and change management.
  • Ability to maintain positive working relationships with vice chancellors, deans, senior campus administrators, and University administrators on a broad range of issues.
  • Superior organization and leadership skills.
  • Demonstrated supervisory and mentorship skills.
  • Broad knowledge of University and OR policies and procedures in all areas in OR activity and the ability to interpret, implement and communicate policy issues to all levels of OR staff and related faculty.
  • Ability to lead, mentor, provide counsel and indirectly supervise ORU/SRP Administrators across multi-disciplinary research programs and locations.
