Under general direction of the Executive Director-Application Services, this leadership position is primarily responsible for providing management controls, security and regulatory compliance, technical oversight, operational management and strategic technical direction for the EIS Enterprise Messaging and Collaboration (uConnect), Identity and Access Management, and Database Administration teams. This position must work cohesively with departmental and campus level leadership to ensure success and will be responsible for monitoring the effectiveness, development, and execution of major projects. This position interacts directly with UC Davis Health IT, University Office of the President IT, administrative oce department directors, Deans' technology directors, managers & other clients to address their needs effectively. Identies resource needs to meet strategic priorities and/or operational needs. Provides leadership, vision, and guidance in information technology matters. Develops and manages services and policies that enable the campus to effectively and eciently use information technology to meet its goals and strategic objectives.

Minimum Qualifications

  • Technical experience to manage a diverse set of applications and services, including identity and access management, active directory, enterprise email, oracle databases, custom developed apps, vendor platform development, and middleware development.
  • Technical experience to manage custom applications written in multiple languages such as PHP, Java, Swift, Javascript, Python and HTML.
  • Experience with complex computing infrastructure, identity management vendor solutions, web development, cloud services and related technologies.
  • Experience managing and supervising large and diverse technical teams.
  • Experience meeting customer/client expectations with an emphasis on quality, quantity and timeliness of work.
  • Experience learning and evaluating new technologies and recommending the appropriate tools for the problem at hand.
  • Interpersonal and written communication skills to communicate with all hierarchical and technical levels in an organization and to prepare and present written and oral reports.

Preferred Qualifications

  • Experience with a market leading identity management vendor solution such as Microsoft Identity Management, Okta, or Ping.
  • Experience to analyze and evaluate information and situations; ability to create high level scope estimates based on past experiences; ability to create and validate a project plan against the team's technical abilities and throughput.

  • Customer service and business development experience.
  • Skill to organize and manage time effectively to meet all task and project goals and to provide timely project reports as requested by clients and management.

Department Description

Enterprise Infrastructure Services (EIS) within Information and Educational Technology (IET) creates, deploys, and manages business, academic, and infrastructure systems. The Manager of Enterprise Messaging, Collaboration, Identity and Access Management manages the uConnect, Identity and Access Management (IAM), and the Database Administration teams within EIS. The enterprise messaging and collaboration team, locally known as "uConnect", supports the campus email systems including Google Workspaces and Office 365, Cloud Storage, Active Directory, and ADFS. The IAM team supports the campus identity stores, provisioning system, people directory, single sign-on, UC Payroll integrations, privileged access management, and multi-factor authentication. The Database Administration team supports a variety of enterprise applications that depend on Oracle databases and security services including the student information system, fund raising, identity management, and other services. The budgets for the units are over one million dollars. This position consults and recommends on these budgets to the Executive Director; the funds include complex allocation of multiple fund types and restrictions covering a wide variety of services and rates.
