On behalf of the Oregon Housing and Community Services (OHCS) Ombuds Program, this position acts as an impartial advocate for individuals eligible for and/or have applied for Oregon Housing and Community Services assistance programs, program compliance, and others served by OHCS programs by performing senior-level, problem-solving intercessory, mediation, and case-management work. This position supports access to quality, value-based care by providing independent, informal mediation, rules, policy, and process review and recommendations to individuals or stakeholders that have complaints, questions, or grievances about OHCS services, programs, polices or processes. This position identifies, articulates, recommends, and supports policy or procedural changes to strengthen agency program applicants' access to quality, value-based care where individual Ombuds cases identify systems or policy concerns. This position supports the OHCS mission, vision, and core values particularly equity in the execution of the agency's duties. The OHCS Ombudsperson works independently within the Public Affairs Division; this also requires obtaining the cooperation and joint planning efforts of multiple divisions within the agency, community organizations, individual stakeholders, and private sector businesses. This position uses empathy, strong interpersonal and cultural humility skills, confliction resolution, and analytical investigation to support resolution of concerns and critical situations. This position provides subject matter expertise, analysis, and recommendations to resolve cases for executive management, elected officials, and program areas across the agency. This position uses case management and documentation, data analysis from OHCS programs, and collaboration with community programs to ensure case resolution, understand trends, write data-driven reports, and articulate systems changes where appropriate. This position must operate with a high degree of cultural competency and utilize trauma informed practices. MINIMUM QUALIFICATIONSA Bachelor's Degree in Business or Public Administration, Behavioral or Social Sciences, Finance, Political Science, or any degree demonstrating the capacity for the knowledge and skills; and two years professional-level evaluative, analytical and planning work. Public Affairs is the primary Division that engages with the public, elected officials, and stakeholders. While this position will ultimately be transitioned into the Equity, Diversity, and Inclusion Office, it will support, navigate, and respond to constituent inquiries that come to OHCS from elected officials, community partners and directly to OHCS. High priority constituent support will be given to emergency programs such as Emergency Rent Assistance, Homeowner Assistance Funding and Disaster Recovery program funding.
