Job Description

The Construction Projects Engineering (CPE) group is part of the Bettis Construction Department and is responsible for the delivery of projects from initiation to closeout. The Facilities Engineer plays a key role leading in the development, design, and execution of a wide variety of projects. Typically, these projects involve medium-to-large scale renovations, site infrastructure upgrades, and new construction of office buildings, laboratories, and test facilities.

The Facilities Engineers work closely with Project Managers, Contract Administrators, Construction Oversight personnel, Stakeholders, and Subcontractors to deliver infrastructure improvement projects at the Bettis Laboratory located in West Mifflin, PA. The Facilities Engineer is responsible for challenging technical assignments that allow flexibility in approaching solutions by self-performing design, contracting Architect-Engineer services, or utilizing design-build methods to develop creative engineering solutions that support the needs of the facility.

The successful candidate will be responsible for driving the technical process through the development of project functional requirements, preparation of submittals including project documents and/or drawings, specification of materials, reviewing project plans, estimating manpower/costs required to complete tasks and providing field oversight to active projects to ensure compliance with project requirements.

Demonstration of sound technical fundamentals as well as strong written and verbal communication skills are essential to be successful in this role.

Essential Duties/Skills:

* Manage engineering responsibilities for all aspects of assigned tasks with limited direction while maintaining forward motion on key deliverables.

* Demonstrate strong interpersonal skills and the ability to function well as a member of a project execution team.

* Provide technical guidance during development, design, and execution of assigned projects.

* Facilitate scope/requirements discussions with technical teams and customer during development of contract functional requirements.

* Review (or prepare): drawings, specifications, project schedules and cost estimates.

* In support of project execution phase, coordinate work activities with building owners, system owners, and compliance organizations.

* Work closely and interface with various internal and external (architectural, system and maintenance engineering, and regulatory compliance) organizations to accomplish program objectives.

* Provide proactive leadership for area of cognizance and implement change to improve existing processes.

Required Combination of Knowledge and Skill

Bachelor's degree from an accredited college or university in engineering or science related field and 9 years of relevant experience; or Master's degree from an accredited college or university in engineering or science related field and 7 years of relevant experience

Preferred Skills

  • Knowledge of construction management
  • Knowledge of industry and building trade practice, techniques, codes, and standards
  • Demonstrated commitment to safe working practices
  • High level of proficiency with Microsoft Office products and computer aided design (CAD) drafting software
  • Applicants at all levels will be evaluated on having:

    • Prior experience developing construction subcontract documents (specifications, drawings and cost estimates)
    • A working knowledge of the applicable codes and standards, including IBC, AISC, ACI, ASTM, AWS, AWC, and AISI
    • A Professional Engineers (PE) License is preferred but not required

Pay Range
$103,100.00 - $161,100.00 annually
Salary information provided is a general guide line only. Annual salary is based upon candidate experience and qualifications, as well as market and business considerations

The Naval Nuclear Laboratory is operated for the U.S. Department of Energy (DOE) by Fluor Marine Propulsion, LLC (FMP), a wholly owned subsidiary of Fluor Corporation.
