Nemean Solutions, LLC is looking for an Program Manager to support the Mission Command Battle Lab.

Position Summary:

The selected candidate will provide leadership and support serving as the Program Manager in support of the Mission Command Battle Lab (MCBL) Concept Development and Prototype Experimentation support contract. This contract provides support to the MCBL mission to conduct experimentation, studies, and prototyping that inform C2 capability development and Echelons Above Brigade modernization efforts support of Mission Command Capability Development and Integration Directorate (CDID) and the Futures and Concept Center's (FCC) experimentation plan. This is an exciting opportunity for a successful applicant to provide leadership, structure, organization, capabilities, and services necessary to meet performance factors and requirements of the contract.

Duties:

  • Provide leadership and support to the PM structure, organization, capabilities, and services necessary to meet performance factors and requirements of the MCBL support contract.
  • Responsible for all aspects of program delivery as well as maximizing contract revenue and profit.
  • Responsible for interfacing with and briefing Government personnel (Military and Civilian) of all ranks including General Officers, GS-15s and C-Level Staff. Provide support and maintain relationships with customers and Installation Contracting offices and act as a central point of contact for assigned contracts with the Contracting Officer (KO) and the Contracting Officer's Representative (COR) on all contractual matters relating to the daily operations and the MCBL contract.
  • Responsible for the overall cost, schedule, and performance health of all programmed activities.
  • Develop, implement, oversee, and improve as necessary those processes and procedures required to address and satisfy the Government's contractually defined objectives while minimizing the cost, schedule, and performance risk of contract performance.
  • Lead and direct technical and administrative project team(s) and execute and monitor project activities.
  • Manage changes to scope, cost and schedule of project work.
  • Coordinate priorities and resources between multiple projects to ensure projects are completed within given time and budget.
  • Responsible for developing and accessing documentation in the form of reports, proposals, white papers, and briefings
  • Perform administrative functions such as reviewing and writing reports, updating project plans, approving expenditures, providing status reports, developing project-related documentation and tracking and implementing lessons learned.
  • Provide updates on customer and corporate issues and participate in a variety of meetings and working groups related to the project or company internal.
  • Provide monthly feedback on status of work to the KO/COR.
  • Utilize corporate ISO and Quality processes to track project schedule, cost and to ensure quality of products and services provided.
  • Participate in project performance review meetings and discussions.
  • Be available during core work hours 0730 to 1630, Monday through Friday, except federal holidays or when the facility is closed.
  • Other duties as assigned.

Requirements and Qualifications:

  1. Bachelor's Degree from an accredited university or college
  2. Graduate of a military service school equivalent to the Army Command and General Staff College (Military Education Level 4)
  3. 5 years of demonstrated experience as a team leader or program manager in support of Army or Joint requirements.
  4. Demonstrated planning experience for complex activities equivalent to that of an annual experimentation program and major experiment or experiment series such as events that are comprised of multiple events such as workshops leading to a Simulation Experiment.
  5. 10 or more years' military experience with field-grade level knowledge Army, joint, and coalition operations at the division or higher echelon.
  6. Demonstrated history of success in cost control, budget administration, acquisition and retention, key account development, and customer service optimization.
  7. Knowledge of Army and Joint Doctrine and a demonstrated understanding of conducting and analyzing research and collecting data.
  8. Proficient in Microsoft Office Applications: Outlook, Word, Excel, PowerPoint, and MS Teams
  9. Proficient verbal and written communication skills and familiar with the Army Writing Style
  10. Demonstrated experience maintaining timelines and ability to work with minimal supervision.
  11. Able to meet all requirements to be issued a Common Access Card (CAC)
  12. Ability to be issued and maintain a Secret security clearance.

  • Master's Degree or higher from an accredited university or college
  • War College Graduate
  • Previous Battle Lab Experience

Support Hours: The contractor is responsible for conducting business while the facility is open, between the hours of 0730-1630 Monday thru Friday except Federal holidays or when the Government facility is closed due to local or national emergencies, administrative closings, or similar Government directed facility closings. Contractors may work in an alternative workplace when the Government facility is closed. In the event of a Government Shutdown, the contractor may work in the facility, if open/manned, or in an alternative workplace.

Place of Performance: The work to be performed under this contract will be performed at Bldg. 470 (or other suitable location) at Fort Leavenworth, KS. All Contractor employees shall abide by local guidance at each installation as it pertains to access, face coverings, physical distancing, and mandatory quarantine policies. Any unknowns or uncertainties will be resolved with the KO or COR for questions or concerns.

Travel: The Contractor will be authorized travel expenses consistent with the substantive provisions of the Joint Travel Regulation (JTR) and the limitation of funds specified in this contract.
