Nemean Solutions, LLC is looking for an S&T Lead to support the Mission Command Battle Lab.

Summary

The selected candidate will provide support to the Mission Command Battle Lab (MCBL) Concept Development and Prototype Experimentation Support contract as the Science and Technology (S&T) Lead. This contract provides support to the MCBL mission to conduct experimentation, studies, and prototyping that inform C2 capability development and Echelons Above Brigade modernization efforts support of Mission Command Capability Development and Integration Directorate (CDID) and the Futures and Concept Center's (FCC) experimentation plan.

Duties:

  • Serve as the S&T Lead providing experience applicable to development and prototype experimentation for MCBL.
  • Provide recommended technical solutions (Hardware or Software) for identified gaps.
  • Provide support to the Joint Capabilities Integration and Development System (JCIDS) process by reviewing, commenting on, and or generating required documentation for the MCBL and its customers.
  • Develop Learning Demands, Measures of Performance and/or Measures of Effectiveness, and developing methodology for MCBL supported experiments and events.
  • Responsible for interfacing with and briefing Government personnel (Military and Civilian) of all ranks.
  • Develop, implement, oversee, and improve as necessary those processes and procedures required to address and satisfy the Government's contractually defined objectives while ensure high quality products and services.
  • Perform administrative functions such as reviewing and writing reports, updating project plans, approving expenditures, and making decisions about department related purchases.
  • Coordinate and/or attend cross-functional meetings of personnel related to project.
  • Report status, develop project-related documentation and implement lessons learned.
  • Participate in project performance review meetings and discussions (when required).
  • Responsible for developing and accessing documentation in the form of reports, proposals, white papers, and briefings.
  • Other duties as assigned.

Requirements and Qualifications:

  • Bachelor's Degree or higher from an accredited university.
  • Graduate of a military service school equivalent to the Army Command and General Staff College (Military Education Level - 4)
  • Field-grade level knowledge and experience (desire is Army service of greater than 10 years with experiences in Army, joint, and coalition operations at the division or higher echelon)
  • 5 or more years' combined experience in Army acquisition and/or S&T development with knowledge of Joint Capabilities Integration and Development System (JCIDS) process.
  • Experience working with ASAALT organizations, DARPA, Academia, or commercial firms.
  • Demonstrated experience developing Learning Demands, Measures of Performance and/or Measures of Effectiveness, and developing methodology for Army experiments.
  • Knowledge of Army and Joint Doctrine and a demonstrated understanding of conducting and analyzing research and collecting data.
  • Proficient in Microsoft Office Applications: Outlook, Word, Excel, PowerPoint, and MS Teams
  • Proficient verbal and written communication skills and familiar with the Army Writing Style
  • Demonstrated experience maintaining timelines and ability to work with minimal supervision.
  • Must meet all DoD 8570 Certification requirements for IAT Level II, which includes baseline certification and Computing Environment (CE) certification as stipulated within DoD 8570.01-M
  • Able to meet all requirements to be issued a Common Access Card (CAC)
  • Ability to be issued and maintain a Secret security clearance.

Desired Qualifications:

  • Master's Degree from an accredited university.
  • Ability to identify potential Artificial Intelligence (AI) solutions to identified gaps.
  • Previous Battle Lab Experience

Support Hours: The contractor is responsible for conducting business while the facility is open, between the hours of 0730-1630 Monday thru Friday except Federal holidays or when the Government facility is closed due to local or national emergencies, administrative closings, or similar Government directed facility closings. Contractors may work in an alternative workplace when the Government facility is closed. In the event of a Government Shutdown, the contractor may work in the facility, if open/manned, or in an alternative workplace.

Place of Performance: The work to be performed under this contract will be performed at Bldg. 470 (or other suitable location) at Fort Leavenworth, KS. All Contractor employees shall abide by local guidance at each installation as it pertains to access, face coverings, physical distancing, and mandatory quarantine policies. Any unknowns or uncertainties will be resolved with the KO or COR for questions or concerns.

Travel: The Contractor will be authorized travel expenses consistent with the substantive provisions of the Joint Travel Regulation (JTR) and the limitation of funds specified in this contract.
