Job Description Summary

The Sr. Program Director of State & Local Policy will lead the development and implementation of Enterprise's Southeast policy agenda in Tennessee, leading out of Nashville. This role will report to the Director of State & Local Policy for the Southeast market based in Atlanta, Georgia. This role will be responsible for leading Enterprise's policy work in Tennessee, in collaboration with the State & Local Policy Director Southeast to support broader Southeast policy strategy and efforts. The position will be based in Tennessee, working with key members of the of the Southeast team to organize advocacy efforts to advance our agenda. The position will have access to and interact with Enterprise's National State & Local Policy team that includes other market-based staff focused on state and local policy efforts across the nation. The position will also coordinate local participation in national policy activities on issues such as the housing tax credit and other programs and legislation that affect the stability of low-income families and individuals. Given the importance of the on-the-ground presence of this role but considering Enterprise's current lack of ground infrastructure in Tennessee, this position will likely begin as a remote role, with the possibility of shifting to in person in Nashville.

Job Description

Responsibilities:

  • Lead state- and local-level policy work on appropriations, legislation, ordinances, ballot measures, and regulations in Tennessee, with a focus on Nashville.
  • Lead the development of Enterprise's state, regional, and local policy agenda for the Tennessee market, identify key policy priorities, and ensure priorities are aligned internally with Enterprise's national agenda and externally with partners.
  • Identify key partners and cultivate relationships, in coalitions or campaigns, with advocacy organizations at the state and local level such as the Tennessee Affordable Housing Coalition.
  • In role as trusted advisor, work with key government and elected officials to advise city, county, and state officials on the formulation and design of policy solutions that advance affordable housing supply, promote upward mobility, and increase climate resilience.
  • Manage contract with advocacy consultants: strategize annual legislative housing advocacy agenda, track and monitor legislative activity, and craft policy positions.
  • Prepare advocacy materials such as written and oral testimony, white papers, fact sheets, case studies, and legislative summaries.
  • Refine and implement systems for soliciting comments and action from partners, including adapting and circulating letters of support for state and/or national legislation with appropriate partners.
  • Attend relevant briefings, meetings, and hearings, and report back to Southeast staff on progress and developments.
  • Support Enterprise's federal policy priorities by advocating to state and local officials and the Tennessee Congressional Delegation on national issues such as LIHTC, NMTC, federal subsidy programs, and other issue areas, as requested. Participate in annual Lobby Day in Washington, DC.
  • Coordinate closely with Enterprise's National Director for State & Local Policy and our market-based network of State & Local Policy Directors to share information, policy issues, and best practices. Participate in State & Local Policy retreat two times per year.
  • Conduct research on policies, programs, incentives, and regulations that can promote and support affordable housing as part of a larger community development agenda.
  • Utilize data, research, and best practices to inform policies that increase the supply of, and access to, affordable housing.
  • Organize and staff policy-related conferences and workshops, including developing agendas, identifying panelists, and disseminating policy best practices.
  • Coordinate strategic internal and external communications, with support from national communications team.
  • Attend legislative session meetings and activities or as needed or required to support partners, participate in Lobby Days, or advance critical legislation.
  • Travel to Atlanta once per quarter to meet with Southeast team.
  • Provide written input on Tennessee policy fundraising proposals with the resource development team.

Qualifications:

  • Undergraduate degree in public policy, economics, urban planning, real estate or related field; Masters degree or law degree highly preferred.
  • Minimum of 8 years of relevant work experience in public policy, urban planning, real estate, or a related field.
  • Preferred experience with affordable housing and/or housing policy in Tennessee.
  • Demonstrated experience in navigating legislative processes, working with government and elected officials, and advocating for specific policies at the state and local level.
  • Demonstrated research experience.
  • Strong leadership and organizational skills.
  • Strong communication skills.
  • Ability to analyze, synthesize, and translate complex information, orally and in writing, to influence the process and explain results to parties inside and outside the organization.
  • Strong interpersonal skills and ability to work effectively as part of a team.
  • A self-starter with the ability to work independently, managing multiple tasks simultaneously and working in a fast-paced environment, often under stringent deadlines.
  • Strong PowerPoint and Excel skills and experience preparing presentations for a variety of audiences.

The base salary for this role is $110,000 to $115,000, depending on level of skills and experience.

The salary range for this position is represented by the low and high end of the range for the amount to be paid for the position. Salaries paid at Enterprise will vary based on factors that may include skills, education, location, experience, and performance. The salary range is just a part of the total rewards package provided to employees at Enterprise, and other rewards may include annual performance bonuses and generous paid leave programs.
