Salary range is $80k to $175k, with a midpoint of $125k. New hires typically receive between minimum and midpoint, however, we may go slightly higher based on experience, internal equity and market. Sound Transit also offers a competitive benefits package with a wide range of offerings, including:

This posting will be used to fill multiple positions. GENERAL PURPOSE: The Senior Program Manager - Business Intelligence oversees implementation of the Operations Department's business intelligence program and supports the rollout of business intelligence efforts agency-wide. This position requires a strategic approach to program implementation including workplan development and oversight, resource management, and relationship-building with senior-level management. The position requires specialized technical, administrative, collaboration, and communication skills, as well as general project management knowledge. The position requires the ability to exercise independent judgment, initiative, and decision making within defined guidelines. This position serves as a liaison between Sound Transit's Business Intelligence Program and Operations Divisions as well as Sound Transit Agency Departments and business partners, as required. This position will perform work under direction of the Deputy Director - Business Intelligence. ESSENTIAL FUNCTIONS: The following duties are a representative summary of the primary duties and responsibilities. Incumbent(s) may not be required to perform all duties listed and may be required to perform additional, position-specific duties.
- Develops, refines, implements, and manages a functional Monthly Business Review program for each of the five overarching business units within the Operations Department.
- Manages the creation of Business Intelligence Reports and develops analytics to build the agency Business Intelligence program. This includes collaborating with business units, recommending requirements, doing user testing, ensuring data accuracy, and making sure the reports are providing the necessary information in a way that can be easily digested by folks with less data experience.
- Devises a strategic approach to implementing the next evolution of the business intelligence program by: building relationships with senior-level staff; aligning metrics to key agency, departmental and divisional priorities; finding, developing, and utilizing staff and other agency resources; and developing work plans for and overseeing the progress of the sections' individual contributors.
- Develops processes for business intelligence reports, data source mapping, and action items that result from review of the business intelligence reports.
- Identifies and builds useful data sources and data streams throughout the agency. Gathers and documents data and data processes for use in performance management.
- Organizes, leads, and participates in industry peer exchanges.
- Recommends requirements, processes, and procedures to foster the implementation of business intelligence and data governance for the agency-wide data management effort.
- Manage efforts to collaborate and communicate with agency employees and business partners to enhance understanding of data analystics principles and embed a culture of business intelligence (proactive, transparent, collaborative, strategic) throughout the agency.
- Facilitates functional monthly business reviews to drive senior level staff in effective data-informed decision-making with data analytics and key performance indicators utilizing behavior and change management techniques to improve agency productivity and efficiency in order to advance agency priorities; trains staff to take on and perform the facilitation function as appropriate.
- Plans, directs, coordinates, and reviews the work of associated staff; assigns work activities, and coordinates schedules, projects, and programs
- Champions and models Sound Transit's core values and demonstrates values-based behaviors in everyday interactions across the agency.

MINIMUM QUALIFICATIONS: Education and Experience: Bachelor's degree in Business or Public Administration, or related field including five years of related business process analysis and improvement experience and experience implementing cross-departmental and enterprise systems and developing organizational strategies; OR an equivalent combination of education and experience. Required Knowledge and Skills:
- Data management principles and practices, including development of business intelligence solutions.
- Current technology trends and systems related to data storage, data flow automation, data extraction, data processing, and data visualization.
- Principles and practices of performance analytics and their use in continuous improvement processes.
- Principles and practices of program management, implementation, and administration.
- Strategic planning and implementation, goal alignment, and data-informed decision-making.
- Sensitive community and organizational issues, concerns, and needs and how to identify, address, and respond to them.
- Behavior and change management practices and techniques.
- Modern office procedures, methods, and equipment including computers and computer applications such as word processing, spreadsheets, and statistical databases.
- Building electronic visual managements systems, such as dashboards and other business intelligence tools, that are readably available, understandable and transparent, that serve as a performance monitoring platform, and that allow for operational and functional analyses.
- Preparing complex data analyses, comprehensive reports, and presentations for staff, elected officials, and the public.
- Advanced skill in relational databases, automated systems data modules, table relationships, and views.
- Training employees in the creation, maintenance, and use of business intelligence tools.
- Facilitating discussions and driving senior management and individual contributors to data-based decision-making and continuous improvement.
- Establishing and maintaining effective working relationships with other department staff, management, vendors, outside agencies, community groups, and the general public.
- Applying advanced principles and practices of project/program management techniques using existing and matrixed organizational resources.
- Promoting organizational values, furthering the agency mission, and fostering diversity and equity.
