Reporting to the Director for Programs, the Program Officer will closely work with the Director and field office management to implement a Quality Assurance (QA) protocol to regularly review case file documentation, collect feedback from clients, and ensure the provision of timely and quality services to refugees and immigrants. The Program Officer will closely collaborate with other departments within Global Refuge to support the QA efforts of nationally funded programs. The Program Officer will create and update QA tools for direct city, state, and federally funded programs. The Program Officer will lead training initiatives to support continued quality improvement and strong service provision.

This position can be remote with trips to Baltimore and other Global Refuge sites as needed.

DUTIES



  • Develop and maintain Quality Assurance protocols and materials.
  • Closely coordinate with headquarters on monitoring and evaluation of related policies and practices.
  • Lead the creation and standardization of programmatic policies and procedures.
  • Provide support to Program Managers in oversight of program quality at each field office.
  • Conduct independent quality assurance reviews in accordance with grant requirements.
  • Complete detailed summaries of desk and onsite audit results, including recommendations and action plans related to issues of service delivery, documentation, and/or reporting.
  • Collect client feedback on a systematic basis and analyze results to support program improvements.
  • Assist with headquarters and funder monitoring preparation, including completion of pre-monitoring questionnaire and drafting of visit agendas.
  • Assist with various programmatic processes, including program reports, informational materials, and other communications and tools.
  • Conduct an ongoing evaluation of field office training needs, schedule and coordinate training as necessary, and document the provision and outcomes of training.
  • Facilitate monthly and periodic cross-field office meetings.
  • Provide support for funding proposals.
  • Participate in performance-related goal setting and achievement to meet personal and organizational objectives and goals.
  • Other duties as assigned by supervisor.


QUALIFICATIONS



  • Undergraduate degree in social work, social sciences, non-profit management, or related field; graduate degree preferred.
  • A minimum of 3-5 years of experience in non-profit immigration or social services including in program monitoring, evaluation, and training, is highly preferred.
  • Experience working with resettlement programming and understanding of program requirements are strongly preferred.
  • Experience working with refugees, immigrants, or limited English speakers.
  • Strong writing skills, with the ability to write and edit reports and clearly interpret technical requirements.
  • Possess analytical reasoning and, the ability to interpret and evaluate complex information, while identifying patterns and essential issues.
  • Experience in interpreting contract compliance, developing and delivering training, and providing technical assistance to service providers and staff.
  • Strong writing skills, with the ability to write and edit reports and clearly interpret technical requirements.
  • Ability to establish effective relationships with colleagues and partners.
  • Proficiency in Microsoft Office applications, database management and project tracking tools, and other computer applications.
  • Commitment to Global Refuge's core mission and values and an ability to model those values with colleagues and partners; commitment to empowering refugees and migrants.
  • Experience with and commitment to working in a very diverse workforce.
  • Ability and willingness to travel nationally up to 25% of the time.
