The Town of Brookline seeks a highly qualified Deputy Treasurer-Collector to assist the Treasurer/Collector in all collection and treasury management operations of Town government related to collection of revenue, preparing committed bill-related documentation, the expenditure and custody of municipal funds, and other functions of the Treasury Office. The Deputy Treasurer-Collector is responsible for supervising the day-to-day activities of the division, and assumes responsibility for all division functions in the absence of the Treasurer-Collector.

Qualifications:

This position requires a Bachelor's degree in business administration, finance, or a related field; five to seven years of progressively responsible financial experience, including collection and/or treasury management; or any equivalent combination of education, training, and experience. Experience in public sector/municipal finance is strongly preferred. Must be able to be bonded. Massachusetts Collectors and Treasurers Association Certification desirable.

  • Understands Massachusetts and federal statutes relating to municipal finance, tax, and collection laws, including familiarity with Massachusetts Department of Revenue Division of Local Services guidelines;
  • Understands computerized systems used for cash collection, and basic accounting and bookkeeping principles;
  • Demonstrates strong technical and computer skills, including spreadsheets and word processing, as well as analytical and mathematical skills;


Compensation & Benefits

Brookline provides an excellent compensation and benefits package, including four weeks of vacation, GIC Health Insurance, Dental, and other tax-deferred benefits. The salary range for this position is $97,500-$110,317. This role is hybrid-eligible.

More about the position:

The Deputy Treasurer-Collector works under the administrative direction of the Treasurer-Collector in accordance with applicable Massachusetts General Laws, town policies, town bylaws, and relevant state, federal, and local regulations and standards.

Duties include:



  • Administers the billing, collection, and reporting of all committed revenue, including real estate, personal property, and motor vehicle excise taxes; and water, sewer, and refuse bills.
  • Oversees the Town's cash flow management, planning, and control.
  • Supervises reconciliation of the Town's cash balances to accounting records maintained by the Comptroller's Office. Independently identifies and resolves discrepancies.
  • Manages the issuance of Municipal Lien Certificates.
  • Supervises the day-to-day activities of the division. Analyzes, prioritizes, and delegates daily and special assignments.
  • Oversees staff contact with the general public on collection-related issues. Provides assistance to taxpayers in person, by telephone, email, and mail. Personally addresses more complex issues and directly interacts with the public in more stressful and difficult situations.
  • Supervises research and the processing of refunds, transfers, and abatement requests.
  • Responsible for all accounts receivable reconciliation. Verifies, posts, and balances real estate and personal property tax payments; verifies lockbox printouts with deposits; verifies and processes checks and cash receipts for deposit; processes daily proof sheets for verification with the Comptroller's Office's totals.
  • Completes a variety of reports for the Treasurer-Collector. Performs special projects as requested by supervisor.
  • Maintains tax title files and deferred tax files; maintains records of foreclosed properties; responsible for initiating progressive collection steps to protect the Town's rights in the security of a property as collateral for debts owed.
  • Maintains real estate files in preparation for demands and notices of delinquency; prepares notices of advertisement for tax taking; initiates legal proceedings for foreclosures, including title research and preparation of notifications; prepares affidavits of mailing tax bills for the Department of Revenue; produces attestation of outstanding taxes for Town Counsel.
  • Provides assistance to other Town departments pertaining to delinquent and unpaid accounts and collection actions by the Treasurer-Collector's Office.
  • Processes daily real estate printouts for breakdown of totals and month-end tax reports.
  • Processes payroll and maintains vacation schedules as needed.
  • Assists the Treasurer-Collector in the division's budget process.
  • Performs general administrative duties; helps to open and distribute mail.
  • Performs similar or related work as directed, required, or as the situation dictates.
