**LOCATED IN Colombo**

Management Engineering Technologies International Inc. (METI), in support of the US Forest Service Office of International Programs (USFS/IP), is seeking an In-Country Sri Lanka Disaster Management Coordinator (SLDMC) with extensive experience and knowledge of disaster management coordination and on-scene response systems at the local and national levels of Sri Lankan Government. The SLDMC will facilitate regular coordination with the Government of Sri Lanka (GoSL) Disaster Management Center (DMC) and other stakeholders to help ensure program momentum and provide logistical support for program activities.

Program Description

USFS/IP has been partnering with the U.S. Agency for International Development/Bureau of Humanitarian Assistance (USAID/BHA) to support improved disaster management systems within the South Asia Region and around the world. Support has included the introduction and adaptation of the U.S. National Incident Management System (NIMS) components into South Asian country context.

In Sri Lanka, USFS is developing a program with the goal of strengthening the institutional capacity of the GoSL disaster management response systems by providing technical assistance to adapt relevant components of the NIMS, including Incident Command System (ICS) and Emergency Operation Centers (EOCs). Specific activities may include consultations, workshops, seminars, trainings, professional exchanges, and study tours.


Role Duties

The SLDMC will serve as a program coordinator for USFS Disaster Management activities in Sri Lanka. The coordinator should be prepared to address all or most of the following focal areas which have identified by USFS/IP objectives for the position, in addition to others as needed:

  • Provide technical inputs for implementation of disaster management activities in Sri Lanka;

  • Attend relevant meetings among Sri Lankan institution partners to facilitate the implementation of USFS activities;

  • Serve as the liaison between Sri Lanka counterparts, USAID, USAID/BHA, and USFS;

  • Work with a variety of stakeholders including but not limited to, national and district governments to schedule and organize identified USFS Disaster Management program activities;

  • Provide logistical and administrative support for all Disaster Management activities conducted in Sri Lanka. Support may include reserving meeting rooms for USFS Activities, providing or sourcing simultaneous translation, organizing participant travel, and other tasks as assigned;

  • Stay in close communication with the USFS/IP program manager and work collaboratively with the program manager on USFS/IP's program in Sri Lanka;

  • Work closely with visiting USFS experts to provide input on the most appropriate technical assistance, orient them to the country context, and introduce them to counterparts; and stay in close collaboration on Disaster management programs in Sri Lanka.



Position Requirements

The SLDMC will be a Mid-level expert with extensive experience with disaster management coordination and on-scene response systems in Sri Lanka. Desired qualifications include:

  • 5 years of experience working on US-domestic or international disaster management programs with the U.S. government, or Non-Government Organizations;

  • Knowledge of disaster management policies and practices in Sri Lanka and functions of the various levels of government in the context of emergency management;

  • Knowledge of relevant disaster management institutions in Sri Lanka, i.e., Disaster management Center (DMC), The Sri Lanka Institute of Development Administration (SLIDA), The Ministry of Health (MOH) etc.;

  • An intermediate or higher understanding of Incident Command Systems/National Incident Management Systems and operational experience in one or both of the above systems;

  • Ability to liaise with a variety of stakeholders at the national, and district levels to organize the conduct trainings, simulation exercises, and other program activities;

  • Ability to work with a broad range of interested parties, across cultures, languages and varying capacity levels;

  • Ability to perform logistics, administrative, and financial support functions for project activities;

  • Excellent English language proficiency in reading, writing, and speaking and should also have good knowledge in Nepali; and

  • Skill in drafting reports, correspondence and other written communication for circulation with partners.



Location: Colombo, Sri Lanka

Period of Performance: The tenure of the SLDMC is estimated to be a continuous 12 18-month period, with the possibility of extension. The start date can be negotiated but is preferred to be on or before August 1, 2024.

Remuneration: Salary will be at the discretion of the hiring agency, Management and Engineering Technologies International Inc., and will be proportional to the demonstrated skills and experience of the successful candidate.
