DEPARTMENT OVERVIEW

The Retirement Administration Service Center (RASC) counsels members of the University as they transition into retirement and provides long-term pension and retirement health benefits support.

POSITION SUMMARY

Receives assignments in the form of objectives and determines how to use resources to meet schedules and goals. Manages, prepares, administers, and directs control of divisional budget / organization resources. Assist the team to implement structured workflow, guidelines and improve team efficiency. Create regular and streamlined communication cadences with partners centralized reporting and accountability. Coordinate, organize, support working sessions, key meetings, and quarterly business reviews with strategic partners to align on upcoming opportunities.

Follows processes and operational policies in selecting methods and techniques for obtaining solutions. Erroneous decisions or failure to achieve goals results in additional costs and personnel, and serious delays in overall schedules.

Responsibilities

20% Lead operational effectiveness initiatives across the RASC, conducting root cause analysis and implementing business process improvement. Ensure efficient processes and best practices are adopted and a continuous improvement, plan compliance, audit review, and risk mitigation mindset is adopted.

20% Manage, plan and administer business controls functions, including performance and quality assurance metrics, reporting, training and development, and communication. Review and modify workflows, quality control procedures, and audit routines to improve efficiency and accuracy and reduce the possibility of fraud

20% Manages, through subordinate supervisors and technical leads, operational pension calculations and payments to retirees, which are diverse in scope and complexity. Responsible for divisional budget.

15% Deliver metrics and reporting, creating and maintaining communication channels to ensure appropriate stakeholders receive accurate performance data in a timely manner

15% Represent the Calculations and Payroll teams, and operational units of the RASC to liaise with key stakeholders (e.g., management, Retirement Policy, HR Compliance, BIS, IT, other related business functions) and provide updates and presentations related to quality and performance management. Establish close relationships with the other RASC divisional teams to identify needs and effectively resolve issues.

10% Oversee divisional staff training, and employee goal setting. Ensure that effective knowledge management tools are implemented and utilized by staff.

Required Qualifications

Ability to effectively communicate verbally and in writing.

Interpersonal skills and ability to work effectively across the organization at all levels; ability to interact with diverse populations.

Client services oriented; good listening, critical thinking, and analytical skills.

Knowledge and understanding of internal control practices and their impact on protecting University resources.

Preferred Qualifications

Requires advanced knowledge of payroll processing, manual calculations, and payroll best practices, for large volume payroll.

Experience with pension plan systems, calculations or payments.

Minimum of 5 years leading, supervising or managing people.

Education

Bachelors degree in Finance, Accounting or equivalent experience / training

License/Certifications

Certification in related field highly desired (CPA, CPP)
