RP is seeking a detail-orientated Property Management Specialist. The Property Management Specialist will provide all labor necessary to support the Logistics Division and the Supply Branch Accountable Property program.

Responsibilities:

  • The contractor shall be proficient in writing policies and procedures associated with the accountability of government personal property in accordance with Department of Defense and Department of the Navy policies and regulations.
  • The contractor shall be familiar with Department of Defense and Department of the Navy policies and regulations as they pertain to personal property.
  • The contractor shall be familiar with monitoring an inventory program or system that keeps track of all government personal property assigned to NCIS CONUS and OCONUS.
  • The contractor shall be able to communicate using proper grammar and syntax in all correspondence and respond both orally and in writing in a clear and concise manner. N0018918FZ742 Page 10 of 44
  • The contractor shall have a thorough and professional working experience with MS Office, especially Excel, Word, PowerPoint, Access, and Outlook.
  • The contractor shall be responsible for manual and electronic data using various spreadsheets and reporting tools in order to provide visual graphs as requested.
  • The contractor shall be an administrator and manager of the Defense Property Accountability System (DPAS) reconciling and ensuring all discrepancies have been documented and corrected.
  • The contractor shall review and prepare monthly DPAS, classified, and sensitive equipment inventories and provide comprehension analysis of findings to the Contract Officer's Representative (COR) and Logistics Division Chief for review no later than the 20th of the month.
  • The contractor shall manage and conduct semiannual physical inventories or more frequently as directed by Logistics Division Chief.
  • The contractor shall prepare proper documentation to support equipment procurement, acceptance, and disposal as required.
  • The contractor shall prepare and submit to Supply Branch Manager or Logistics Division Chief applicable property management forms as required, i.e. DD Form 200 (Financial Liability Investigative of Property Loss), DD Form 250 (Materials and Receiving Report), DD Form 1348 (Issue Release/Receipt Document), DD Form 1149 (Requisition and Invoice/Shipping Document).
  • The contractor shall maintain supply storeroom stock.
  • The contractor shall create purchase requests in the PR Builder application to assist in supply and equipment procurement.
  • The contractor shall order National Stock Number items through the One Touch application.
  • The contractor must be able to drive government vehicles as required to perform duties.
  • Administrative duties as required for the Logistics Division.
  • Must have an active secret security clearance
  • Must have a valid passport to support OCONUS travel
  • Must be able to travel about 15% of the time
  • Must have a minimum of 3 years of experience in any aspect of government personal property management
  • Experience with government personal property management such as procurement, maintenance, inventory, disposal, storage, transfer, site audits, custodial inventories, survey reports, and administration of personal property.
  • Familiarity with Department of Defense and Department of the Navy policies and regulations as they pertain to personal property.
  • Experience with MS Office, especially Excel, Word, PowerPoint, Access, and Outlook.
