Description of Job

The following provides a high-level job definition. It is not intended to provide a comprehensive or exclusive list of job duties. As such, job duties and/or responsibilities within the context of this job requisition may change at the discretion of the employee's direct supervisor.

This position primarily manages the Quantum Tax Credit programs to incentivize the creation of Quantum Tech Labs and to create a loan loss reserve for banks and private equity lenders to make loans to Quantum startups and scaleups. The focus will be full tax credit lifecycle management from stakeholder engagement, creating policies/procedures/program manuals, building and reviewing applications, and managing the compliance, review, issuance, tracking, and reporting aspects, which are a mix of "back end" and "front end" management of the tax credit lifecycle. The "back end" processes include policies and procedures regarding performance, customer support, financial analysis, reporting, compliance, issuance application review and several others.

This role may also provide support to other tax credit programs on the Salesforce platform, handling a variety of processes and supporting improvements. The role may undertake other and special projects and programs as required. The role will include limited traveling around the state to promote the programs and educate stakeholders on how they can make best use of the programs to promote economic growth.

Tax credit lifecycle management will be primarily on a Salesforce platform. The candidate should be familiar with Salesforce or related customer relationship management software and have an interest in application design, financial review and processes or have an aptitude to quickly become familiar with these tools and functions.

The Senior Program Manager will serve as a primary point person for program stakeholders including applicants, other state government partners, and public inquiries for certain aspects of the programs. This position ensures that systems are functioning appropriately, applications are processed accurately and in a timely manner, program reporting occurs on a timely basis, communicates program information on our website and through other channels, and provides customer support. The role will assure compliance with statutes, fiscal rules and program policies and procedures.

KEY DUTIES AND RESPONSIBILITIES

  • Design and Implement new programs

  • Communicate intensively with stakeholders and applicants and the public to inform program design, provide program information and support

  • Develop, maintain and improve Salesforce applications and processes

  • Develop, maintain and improve program guidelines and webpages

  • Evaluate and approve tax credit applications according to the relevant statutes and program guidelines

  • Collaborate with partners for program design, execution, improvement, and evaluation. Partners include OEDIT's Salesforce Administrator, History Colorado's Architectural Services Division, Colorado Department of Revenue, and others

  • Maintaining a helpful but fiduciary and compliance perspective on tax credit management

  • Respond to legislative and public information requests under tight deadlines

  • Supervise other program staff

  • Perform all aspects of tax credit implementation and administration

  • Other duties as required


Minimum Qualifications, Substitutions, Conditions of Employment & Appeal Rights

Minimum Qualifications:

Six years of experience in program administration or detailed business processes which involved interpreting laws and carrying out the program activity or business process within those parameters.

An undergraduate degree in business administration, public administration, economics, or a closely related field may substitute for 3 years of experience as stated above.

Customer support experience.

Preferred Qualifications:

Experience in government or program administration with a focus on positive public outcomes.

Experience with Salesforce as a program application platform.

Required Competencies:

Personal Integrity and Responsibility: a high level of personal responsibility for carrying out and managing program requirements, time-management skills, prioritizing deliverables under a heavy work-load, and driving results for the public good with a high degree of autonomy.

Highly organized with attention to detail.

Computer Skills: This position requires intermediate to advanced computer skills. Salesforce - familiarity with CRM and grant management or program applications. Microsoft Excel - create models, manipulate datasets, use formulas, link data, and create pivot tables. Microsoft Word - write memos and letters, utilize a variety of formatting options, and mail-merge.

Financial literacy: Familiarity with expense reports, income statements and balance sheets, and income tax forms.

Customer service and communication: demonstrate a commitment to excellent service. Effective and diplomatic written and verbal communication. Fiduciary understanding: commitment to the responsible deployment of taxpayer funds based on laws, policies and procedures. Ability to manage competing stakeholders and possible high political sensitivity, then knowing when to escalate.

Preferred Competencies:

Adaptability: Adapt quickly to change; able to handle multiple issues and navigate resources in a calm, organized manner; open to new ideas and methods.

Critical thinking: Use logic and reasoning to identify the strengths and weaknesses of alternative solutions; consider resources and stakeholders when forming solutions. Strong analytical aptitude.

Service orientation: passion for public service and desire to effect positive change.

Conditions of Employment

  • Applicants must pass a thorough background check prior to employment.

  • Former State employees who were disciplinarily terminated or resigned in lieu of termination must disclose the information on the application and provide an explanation why the prior termination or resignation should not disqualify their application from the current position.


Supplemental Information

Salary Range: $75,000 - $85,000 Annually

This position is considered non-classified, which means the position is not part of the Colorado State Personnel System. Therefore, the individual appointed to this position is considered at-will, and is not covered by the State Personnel Rules or the State Classification System. However, this position does come with the same benefits (retirement, insurance, etc.) as every other State employee, and with the same opportunities, pride and passion that comes with working for the great State of Colorado. Even though employment is at-will, non-classified positions have protections against discrimination and retaliation in state and federal employment laws. "At-will" employment means that either the employee or the State may terminate the employment relationship at any time for any reason or no reason, with or without notice or cause, as long as no federal or state law is violated.

A wide salary range is posted for this position and any job offer is based upon a salary analysis to comply with the Colorado Equal Pay for Equal Work Act. The salary analysis considers relevant experience, education, certifications, and state seniority as compared to others doing substantially similar work. While all offers are compliant with the Colorado Equal Pay for Equal Work Act, there is no guarantee an offer will be at the top of the posted range based on the salary analysis.
