JOB SUMMARY

Under the direction of the Chief of Police, the selected incumbent serves a critical role in the University of California Police Department as a Police Lieutenant. A Police Lieutenant provides oversight and supervision for the operations of the Police Department including: patrol, investigations, citizen complaints, administrative investigations, crime prevention, records management, parking enforcement, dispatch, traffic enforcement, and community policing. May act as a media liaison ensuring consistent communication and coordination of safety and security issues. Develop and direct special field operations, community-oriented policing programs, and directed patrol programs; provides oversight and supervision to a variety of units and programs including but not limited to internal affairs, use of force and collision review, crime prevention, public information and outreach, crime analysis, training and development, investigations, recruitment and hiring, counter-terrorism and intelligence & IACLEA.

APPOINTMENT INFORMATION

Budgeted Salary: $184,480- $190,500/annually. Salary commensurate with skills, qualifications and experience.
Under California law, the University of California, Santa Cruz is required to post a reasonable estimate of the compensation for this role. The salary shown above is the budgeted amount the University reasonably expects to pay and the salary extended should not exceed this posted amount.

JOB DUTIES

50% - Management

  • Inspect, audit and oversee the responsibilities of various units or programs to insure compliance with department policies, procedures, regulations and standards.
  • Assist in the development, maintain familiarity and ensure correct interpretation and compliance with system-wide, campus and department policies, procedures and general orders.
  • Perform administrative duties such as reviewing correspondence, budget reports and activity reports.
  • Oversee the hiring process, including interviewing and recommending personnel for hire.
  • Oversee assigned projects, provide resources needs projections, and constantly evaluate project progression to ensure on-time completion.
  • Review, edit and route projects completed by personnel in areas of responsibility and provide completed staff work assigned in a timely manner.
  • Review and evaluate reports, memoranda, letters and other written communication to determine correctness, priority and appropriateness; review and route daily supervisors' reports to keep apprised of team efforts, problems and corrective action taken by Sergeants and administrative personnel for PPSM.
  • Inspect performance of subordinates and units to ensure the efficient, effective and proper performance of duties, providing appropriate corrective action when necessary in accordance with the appropriate labor agreements and personnel policies for staff members.
  • Under the Chief's direction, coordinate with applicable campus departments (Staff Human Resources, Title IX, ODEI, Campus Counsel) during sensitive investigations or in developing policies and procedures for the department.
  • Review community oriented policing and problem solving plans developed by sergeants and officers and proved support for securing resources (staffing, equipment, assistance for other agencies, etc.) to successfully accomplish the plans.
  • Conduct confidential investigations as assigned, both criminal and administrative.
  • Participates in departmental long and short range planning.
  • Meet with sergeants and supervisors to establish unit goals and priorities that complement departmental goals, and to plan for changes in personnel and staffing.
  • Mentor the police personnel on effective strategies to coach and improve the performance of their direct reports.
  • Assume leadership command of the department, in the absence of the Chief of Police, by providing continuous command and supervision and initiating administrative and command leadership when such action is necessary.
  • May be assigned as the custodian of records, which is responsible for the production of reports required by the DOJ, federal government and the university system-wide policy.
  • Manage the receipt and response to all motions for pre-trial discovery in both criminal and civil motions. Direct responses to requests for release of records from victims and attorneys. Represent the department in court regarding such motions.

15% - Safety and Security Planning

  • Evaluate and develop strategies to mitigate security risk factor for the campus by working with other campus departments to plan high profile or widely attended events.
  • Represent the department and provide coordination with other law enforcement agencies to assist with the protection of high profile individuals.
  • Manage and coordinate department response to all campus events that require a police presence. Coordinate mutual aid arrangements with other UC campuses, federal, state and local agencies.
  • Support the university's emergency response program by collaborating with federal, state, local agencies and the university on resource planning to ensure the campus can respond to, and recover from, any incident; mobilize and coordinate resources in response to an emergency; act as the Incident Commander in response to large scale incidents.
  • Coordinate meetings with various campus units on an as needed basis with regard to general safety and security issues and specific crime prevention needs, serving as the police representative to various committees.
  • Act as liaison, when called upon, between the department and the news media during major emergencies or crimes.
  • Maintain communication between the police department and other first responder agencies, criminal justice agencies, university departments and community members to ensure community input and to assess the perception of others as the department's total operation.
  • Interpret, or arrange for interpretation of law, policy and procedures and the application thereof by members of the units.
  • Coordinate IACLEA Accreditation implementation.

10% - Budget

  • Ensure proper use of departmental funds for training, fleet services, and overtime budget expenses.
  • Oversee assigned project operations by evaluating, reporting, staffing and providing cost projections to senior staff during budget and planning meetings.
  • Coordinates with senior staff to identify and develop strategies for cultivation and decision-making on the police department budget.

10% - Training and Development

  • Supervise the Administrative Sergeant.
  • Oversee training and development of assigned personnel to ensure efficient, effective, and proper performance of duties and to facilitate professional development and succession opportunities.
  • Create and facilitate job training ensuring departmental compliance with POST mandates and requirements.
  • Oversee the use of force training to ensure training complies with POST guidelines, system-side regulations, department policy, and recent case law.
  • Oversee the evaluation of personnel as to their performance level so that remedial training is provided when necessary and that proper recommendations are made in the merit salary review process.
  • Oversee the selection and training of field training officers, providing managerial oversight of officer academy trainees and new officers processing through the FTO program.
  • Evaluate programs within units assigned, to determine whether staffing if being provided at the lowest possible cost without jeopardizing quality and to provide continuous quality improvement recommendations.
  • Attend community meetings to promote department goals and missions and community safety programs.

10% - Investigations

  • Conduct sensitive internal investigations as directed, by completing fact finding interviews with witnesses, documenting findings, and making recommendations for discipline.
  • Partner with other law enforcement agencies to complete sensitive investigations by delegating and monitoring the process and progress of the investigations completed by Sergeants.
  • Serve as a representative on the campus behavioral risk assessment team (BRAT) on investigations of workplace violence and provide recommendations.
  • Supervise Detective and Detective Sergeant.
  • Oversee all investigations taken on by the Department Detective.

5% - Other Duties as Assigned

  • Read and follow the UCSC Principles of Community.
  • Comply with the university and/or department discrimination and harassment policy.
  • Participate, as directed on collective bargaining and employee and labor relations issues.
  • Represent the department on interview panels with other university departments or local law enforcement agencies.
  • Coordinate Department Clery Reporting requirements.

REQUIRED QUALIFICATIONS

  • High school diploma and / or equivalent certification / experience / training
  • Broad experience performing all aspects of police officer and sergeant of police functions with knowledge of current law enforcement management theory and administrative standards.
  • Knowledge of current police methods and procedures, including apprehension and arrest, criminal investigations, collection and presentation of evidence, and police record keeping.
  • Knowledge of federal, state and local laws and ordinances pertaining to apprehension, arrest and prosecution of persons; rules of search, seizure and evidences, and of departmental rules and regulations.
  • Broad knowledge of use and legal application of firearms and other police weapons, equipment or tools.
  • Knowledge and experience with crowd management, intervention and control tactics.
  • Knowledge of the Jeanne Clery Disclosure of Campus Security Policy and Campus Crime Statistics Act (Clery Act).
  • Knowledge of laws pertaining to civil liability and privacy, and human resources practices.
  • Demonstrated experience as a commissioned police officer in a recognized law enforcement agency with proven experience supervising sworn officers and proven experience making field-based operational decisions.
  • Possesses supervisory techniques managing personnel in a collective bargaining environment.
  • Strong ability to communicate effectively in writing.
  • Strong ability to communicate effectively verbally or in person.
  • Strong ability to take decisive action based upon sound judgment and uphold unpopular decisions when necessary.
  • Strong ability to effectively orchestrate the ongoing deployment of multiple employees and resources.

  • Ability to utilize computer systems and software to prepare documents, reports, and other relevant or specialized technology support the daily functions of the police department.

  • Ability to efficiently and effectively direct the daily functions, utilizing contemporary leadership practices and problem solving strategies, collaborating with others as appropriate for best solutions.

PREFERRED QUALIFICATIONS

  • Bachelor's degree in related area and / or equivalent experience and / or training.
  • Training and certification in Emergency Management and experience in managing critical incidents such as but not limited to officer involved shooting, major crimes and disaster scene management.
  • Strong knowledge of budgeting and financial practices applicable to law enforcement in the University environment.
  • Knowledge of ordinance and regulations with the University of California or higher education setting including applicable union contracts and university personnel policies.
  • Working knowledge of the university community, including physical structure, operational hierarchy, conflict history and patterns of criminal behaviors.
  • Prior law enforcement experience with the University of California or higher education setting.
  • Experience coordinating and facilitating job related training.

SPECIAL CONDITIONS OF EMPLOYMENT

  • Selected candidate will be required to successfully complete a pre-hire criminal history background check and a pre-hire credentialing check.
  • External candidates and internal candidates from other UC campuses must pass an extensive background investigation including: identity check, criminal history check resulting in no felony convictions per California Government Code sections 1029, 1030, 1031(c), California Penal Code section 12021 (c), and 18 USC 922 (d) (9); background investigation may include a deception detection examination such as a polygraph or voice stress test. Must pass comprehensive medical and psychological pre-placement examinations as established by the University, state, and federal law for Police Officers.
  • Must possess a valid license to drive in the state of California and be able to participate in the Department of Motor Vehicles (DMV) pull notice program.
  • Interviewees will be required to provide a current DMV record.
  • Must be 21 years old or older at the time of hire.
  • Must be a U.S. citizen.
  • UC EMPLOYEES:
    • Currently employed and qualified UC Police Sergeants must have at least two (2) years of UCPD service at that rank or currently employed as a UCPD Police Lieutenant.
    • Eligible UC candidates must possess current California POST advanced and supervisory certificates.
  • OUTSIDE AGENCIES:
    • Eligible candidates from outside agencies must have experience at the rank of Police Lieutenant or be at the rank of Police Sergeant for at least five (5) years.
    • Eligible outside candidates must possess current California POST advanced and supervisory certificates.
  • Must possess a current California POST advanced and supervisory certificate issued by the Commission on Peace Officers' Standards and Training.
  • Current CA-POST Advanced and Supervisory certificate.
  • Ability to meet POST requirements for a Police Lieutenant including the ability to possess or acquire a POST management certificate within one (1) year of appointment to the position.
  • Must possess CPR/First Aid/AED certification or have the ability to obtain it within 60-calendar days of hire.
  • Must have vision of 20/100 correctable to 20/30, with normal color vision Physical health, strength, and agility necessary to meet the physical demands of police work, as determined by a medical exam based on current California's Commission on Peace Officers Standards and Training (POST) guidelines.
  • Ability to work long periods of time at a computer with or without accommodation.
  • Ability to walk multiple nightly rounds on uneven surfaces and repeatedly climb stairs.
  • Ability to work long periods of time in wilderness conditions and to travel to remote areas.
  • Ability to perform work in a rugged physical environment and inclement weather with challenging infrastructure requirements.
  • Ability to walk to and work in remote areas with rugged terrain, heavy brush, biting and stinging insects, bears and mountain lions.
  • Poison Oak is present. Incumbent must be willing to take the measures required to work in contact with and cut/remove poison oak.
  • Ability to do occasional work in confined spaces such as attics and trenches while bending, stooping and/or kneeling with the possibility of being exposed to live electrical circuits and machinery.
  • Ability to work in conditions of variable temperature/weather with possible exposure to strong, unpleasant odors, high levels of noise and vibrations, and exposure to dust and allergens.
  • Ability to ascend/descend ladders with or without accommodation.
  • Ability to conduct outdoor site visits, including use of required personal protective equipment, as required to conduct investigations, inspections, or view work in place.
  • Ability to sustain exposure to dusty, noisy environments and inclement weather as necessary to carry out assigned duties and responsibilities.
  • Ability to safely perform the physical requirements necessary to move light to moderate objects up to 60 lbs., with or without accommodation.
  • The selected candidate will be required to work all scheduled hours on-site.
  • Ability to work on-call.
  • Ability to respond to emergencies after hours as necessary.
  • Selected candidate will be required to provide proof of negative TB test.
  • Selected candidate will be required to complete training within established time frames as directed including UC compliance training.
  • Clery Act: This position has been identified as a Campus Security Authority (CSA); required to report crimes, incidents, and disciplinary referral statistics as required by the Jeanne Clery Disclosure of Campus Security Policy and Campus Crime Statistics Act (20 USC * 1092(f)).
  • Ability to work safely in areas where hazardous materials are present or stored.
  • Ability to wear a respirator in accordance with the California Code of Regulations Title 8, 5144.
  • Will be required to wear a University provided uniform. Must wear uniform and equipment including but not limited to utility belt, handgun, ammunition, baton, flashlight, and handcuffs and wear Kevlar vest at all times.
