CSG is organized by core customer-facing lines of business to manage and grow programs within NASA, NOAA, and the NNSA, while extending our capabilities to other civilian federal government agencies fully integrated within Aerospace rules, regulations, processes, values, and behaviors.

This position will support Civil Systems Group customers as a trusted advisor interfacing with Aerospace and customer program management, providing technical advisement on systems, software engineering, cloud computing architecture, migration processes, best practices, and management approaches to operations and maintenance.

Work Model

This is a part time position based at Veach-Baley Federal Building in Asheville, NC, offering a hybrid work model that combines 1-2 regular onsite workdays and remote flexibility as the business needs allow.

What You'll Be Doing

  • Lead, plan, and perform programmatic and systems engineering activities, effectively communicating approaches, issues, and concerns through appropriate channels
  • Provide objective evaluation and assessment of systems and operational requirements, including agreements, technical documentation, and statements of work
  • Facilitate or advise operational boards, IPTs, and other technology boards
  • Act as a liaison to communicate Archive program activities and accomplishments to customer management
  • Advise on budget formulation and execution in cooperation with NESDIS organizations including action items and data calls.
  • Support development of deliverables for presentation at conferences, for internal Aerospace use, and for customers
  • Provide senior level support to development of strategic plans, project management structure, organizational alignment, and processes
  • Provide expert advice, facilitation and consultation on cross agency collaborations, integration and joint efforts
  • Serve as an agency liaison for initiatives, working groups, and standing committees focused on climate change, advanced ground system development and data management

What You Need to be Successful - Part time Senior Project Leader - Systems Engineering

Minimum Requirements:

  • Bachelor's degree in engineering, computer science, or another related STEM discipline
  • Twelve or more years of progressively responsible professional engineering/scientific experience, including space and/or ground system
  • Background in systems engineering, technical and project leadership in an engineering organization or program office
  • Ability to provide systems-based engineering and technical leadership in the areas of space and ground systems
  • Demonstrated skills regarding hardware and software system interactions and related technologies for on-premises and cloud-based systems; real-time systems; performance analysis; systems integration issues; development methodologies (spiral, prototyping, agile, object-oriented, modeling, etc.); technology recommendations; and evaluating the impact of candidate technical approaches on all parts of a system
  • Experience with commercial, and/or NOAA, and/or NASA and/or DoD space systems
  • Demonstrated experience in large IT implementation Strategies, legacy system migration/decommissioning and ground system development/integration
  • Proven expertise for engineering studies and evaluations of proposed and existing hardware and software architectures
  • Acquisition expertise, demonstrating high level working knowledge of procurement management support of moderate to large systems acquisitions, and experience with federal acquisition policies and practices
  • Demonstrated ability to communicate verbally and with visual media to a broad range of customers, technologists, program managers, system engineers, and senior government leadership
  • Highly advanced interpersonal skills, including a demonstrated ability to establish and maintain effective working relationships with all levels of customers is required.
  • Willing to travel occasionally to customer site or conferences if required.
  • This position may require the ability to obtain and maintain a security clearance, which is issued by the U.S. government. U.S. citizenship is required to obtain a security clearance.

How You Can Stand Out

It would be impressive if you have one or more of these:

  • Advanced Degree (master's or PhD) or equivalent experience in Engineering/Science with focus on Satellite Ground Systems including communications, processing, storage and distribution of satellite data and information.
  • Expertise/knowledge in the entire software lifecycle from concept of operations to end of life for satellite or ground-based systems including architecture, program management, risk assessment, and process improvement
