Summary:

Works with field operating personnel on a daily basis to provide technical expertise and assistance to Area Directors, Operations Managers, Engineers, Technicians, and other operating personnel as required to assure the safe and reliable operation of pipeline facilities, damage prevention, public awareness, and pipeline integrity programs. The candidate is regarded as maintaining a high level of expertise in his/her discipline and is considered a ready resource of information by peers across the Company.

Essential Duties and Responsibilities:




  • Damage Prevention and Public Awareness; Work with area management and Houston Public Awareness manager to coordinate, administer and document contractor, utility, one-call, landowner and other public awareness communications.


  • High Consequence Area (HCA): Review and validate proposed HCA changes.


  • Class Location Process - Interaction with Area personnel and Division/Houston GIS to determine the existence of sites or population density that may trigger the extent of existing or creation of a new class location. Review and validate proposed class location changes.


  • Encroachment Analysis and Remediation -Lead role in addressing proposed encroachment activities by outside parties including landowner actions, road and highway projects, municipal and utility projects, developer, and residential projects, etc. Responsibilities will include direct interface beyond the initial contact to present clear and consistent company requirements; to enforce company requirements as needed; to ensure proper documentation and proposed plans are forwarded to appropriate departments within O&E; and to act as a liaison between the third party and O&E when company facility modifications are required.


  • Right of Way Maintenance Coordination -Resource to area management for coordination of multiyear R/W maintenance programs including budget preparation, contracting and execution.
  • Shallow Cover and Exposed Pipe - Lead role in addressing shallow cover and exposed pipe across the division. Responsibilities include reviewing shallow cover and exposed pipe locations, working with landowners and contractors to address shallow cover, mitigating creek crossing issues, and managing Capital & Operations project work.


  • Pipeline Shut-out Procedure review and approval -Responsible for review and approval of pipeline shut-out procedures related to any pipeline outage.


  • Line Cleaning and ILI Coordination -Responsible for coordination and planning of line cleaning activities and the running of ILI tools as required by the integrity group.
  • Employee Qualifications -Resource to area management in performing training and qualification evaluations for SPP and OQ.


  • Pipeline engineering and maintenance technical support - Responsible for providing directly or indirectly, technical support to field operating personnel in the areas of:




    1. Road and surface load calculations
    2. Blasting calculations and precautions
    3. Emergency response coordination (leaks/ruptures)
    4. Welding technical support



Requirements:

Education and/or Experience, Knowledge, Skills & Abilities:

To perform this job successfully, an individual must be able to perform each essential job duty satisfactorily. The requirements for this position are listed below:

* Job duties require solid analytical and problem-solving skills to review data from multiple sources, identify trends and root causes.

* Able to adapt to changing priorities and manage multiple tasks and projects concurrently.

* Candidate must be able to work without direct supervision and have excellent organizational skills.

* Possess human relations skills to effectively operate in a work crew-oriented environment with a willingness to support work crew objectives.

* Excellent verbal and written communication skills to enable incumbent to work closely with field work crews and Area Management, and coordinate work with other appropriate technical resources.

* Strong computer literacy and proficiency.

Required experience is commensurate with the selected job level:

* The Specialist level requires a minimum of an associate degree in an engineering related field or a bachelor's degree or equivalent experience lieu of a degree and 6+ years of relevant industry experience.

* The Sr. Specialist level requires a requires a minimum of an associate degree in an engineering related field or a bachelor's degree or equivalent experience and 8+ years of relevant industry experience.

Working Conditions:

* Must have good driving record

* Natural Gas Plant work is subject to hazardous conditions, including escaping gas, adverse weather conditions, extreme temperatures, heights, high-pressure gas lines, heavy lifting and cramped conditions.

* Employees are required to live within a reasonable distance of their reporting location.

* Position is subject to applicable U. S. Department of Transportation Drug & Alcohol regulations.

* Natural gas gathering and processing is an "around the clock" operation and incumbents are required to be reasonably available to respond to emergency and other operational needs whenever they occur.

* The job will require travel.
