Job Summary Estrella Mountain Community College (EMCC) is hiring a Fiscal Analyst Senior. This position performs a wide range of professional-level fiscal/ budget duties, including highly complex budgeting, financial analysis, research, and reporting; works independently, utilizing judgment to apply standard fiscal/ budget operations techniques, procedures, and criteria to evaluate and analyze issues, resolve problems, and make recommendations based on data and financial research. Essential Functions 30% Assists with development and administration of the college's annual budget; attention to detail is highly desired as this position gives valuable support and direction to a variety of college administration involving financial transactions, policy interpretation and decision making. Assists in updating and balancing the online budget system-Management Planning & Budget (MPB). Participates in the college's Financial Resource Committee (FRC) and assists in coordinating the college Annual Review (ABR) process. Coordinates the annual budget submittal requests process for FRC. 30% Prepares monthly college-level reporting and ad-hoc reporting as needed; bi-weekly runs the payroll query and/or other HCM queries; annually assists with Fiscal Year closing; performs budget transfers and journal entries in the Financial Management System (FMS). Conducts compliance and quality control checks for ProCard transactions; verifies documentation, tax coding, and chartfield accuracy; monitors expenses consistent with District policies. Conducts one-on-one and group training for fiscal/budget topics. Ensures Department webpages are up to date. Serves as a point of contact for faculty and staff as it relates to budget and/or payroll questions. 20% Plans, organizes, assigns, supervises, reviews and evaluates the work and day-to-day activities of college Event Planning and identifies training needs and opportunities. Serves as college lead for Auxiliary Services (Pacific Office Automation (POA)-copy center, Sodexo-food management, Canteen-vending, Follett-bookstore). Works independently and collaborates with the team, as needed. 20% Creates and modifies part-time personnel and Federal Work Study (FWS) positions in the Human Capital System (HCM) and updates the Department Budget Table (DBT), as needed. Serves as a point of contact for faculty and staff as it relates to HCM position management. Other fiscal/ budget operations as assigned commensurate to the grade level of the position. Minimum Qualifications Bachelor's Degree from a regionally accredited institution in finance, accounting or directly related field and four (4) years of full-time equivalent experience providing advanced professional financial analysis and support for assigned function of finance, payroll or budgeting related to area of assignment. OR Associate's degree from a regionally accredited institution in finance, accounting or directly related field and six (6) years of full-time equivalent experience providing advanced professional financial analysis and support for assigned function of finance, payroll or budgeting related to area of assignment. Desired Qualifications A. Minimum of four (4) years' experience running system reports, creating ad-hoc reports and utilizing system data to research, analyze, interpret and report fiscal/ budget outcomes. B. Three [3] years' experience with principles and practices of budgeting and fiscal management; budget development; and working knowledge of fund accounting in higher education C. Three [3] years' experience with practices, methods of coaching and leading the work of others D. Advanced level PC skills with demonstrated proficiency using Microsoft Excel or Google Sheets (Pivot tables, VLOOKUP) and Microsoft PowerPoint or Google Slides E. Experience with web based financial software systems, such as PeopleSoft ERP (Financial Management System (FMS), Human Capital Management (HCM), Student Information System (SIS), Department Budget Tables (DBT) and Maricopa Planning Budget MPB).
