Electronic Monitoring Video Reviewer

Job Description

The NMFS/NEFSC is required to collect scientific, management, regulatory compliance and economic data for fisheries by placing NMFS-certified observers aboard U.S. domestic fishing vessels. These data are needed for the management of fisheries occurring in the U.S. Exclusive Economic Zone (EEZ) and the high seas beyond the EEZ. Observers are deployed in accordance with sea duty schedules developed by NMFS, to vessels which may use any of several types of fishing gear. Electronic Monitoring coverage requirements may come in at any time during the contract year and sea days may be added to the schedule at any time. Industry funded coverage may be required at any level specified by the NMFS Regional Administrator, e.g., 5%, 10% or even 100%. Examples of the types of gear sampled included, but are not limited to: dredges, gillnets, longlines, fish/lobster pots and various trawls gear types. The Center currently supports approximately 800 Electronic Monitoring trips per year with anticipated increases in the number of trips. The following tasks are illustrative only and may include other related duties:



  • Responsible for reviewing video footage obtained to support the "Electronic Monitoring" pilot program. The contractor shall identify marine species and create a detailed notation of each fishing episode documenting species type, discard disposition, and other anomalous events.
  • Engage in required actions required to ensure the quality control of collected video footage.
  • Work with and assist the vendor with Electronic Monitoring program logistics and issues, including, but not limited to:
  • Attending pre-planning meetings.
  • Assist with developing outreach materials and instruction manuals for industry participants.
  • Assist with the installation, testing, and initialization of all Electronic Monitoring system equipment on fishing vessels.
  • Assist with active data collection.
  • Assist with the removal of Electronic Monitoring system equipment at study completion.
  • Assist with data analysis.
  • Assist with training FMRD staff and EM Reviewer candidates to audit video data.
  • Assisting with the inventory of video data.
  • Assist in the evaluation of sensor data to assess quality and completeness of the data set.
  • Assist with the estimation of total fishing effort and catch.
  • Assist in the comparison of vessels participating in the study to determine compatibility of the video equipment for study purposes.
  • Assist in the comparison of Electronic Monitoring and at-sea monitor data.*
  • Provide feedback to FMRD staff regarding the application of Electronic Monitoring systems for documenting bycatch.
  • Assist in determining the adequacy of collected video data for use by NOAA Fisheries.
  • Attend and assist with Electronic Monitoring organizational meetings for industry participants, when needed.
  • Document incidental-take interactions on collected video footage.
  • Keep the data team and Branch Chief informed of important and controversial data, data quality and compliance issues, and of substandard data.
  • Occasionally attend the Take Reduction Team, Fisheries Management Council and other industry-related meetings on behalf of the NEFOP, when needed.
  • Occasionally assist with outreach events to promote the Observer Program and Electronic Monitoring.
  • Assist in maintaining open communication with industry participants in the field and offer support when needed (i.e., contact information, review of data collection techniques, picking up samples, etc.).
  • Required to be familiar with at-sea monitoring editing processes and protocols for all observed fisheries.
  • Required to perform observer duties at sea (minimum of 5 trips per year) in order to become familiar with protocols, data collection, observer responsibilities and issues observers encounter while working as a government representative in a field setting.
  • Assist with other program support needs as necessary


Required Qualifications



  • Must have a minimum of one (1) year of relevant experience and requirements for degrees or credentials.
  • B.S. degree in Marine Biology, Fisheries, or a related field.
  • Biological research experience at the collegiate or professional level.
  • An interest and general knowledge of fisheries science, fisheries management, marine mammal identification, sampling procedures, and analytical techniques.
  • Ability to work well with fishing community members and prior knowledge of commercial groundfish practices and operations.
  • Be familiar with and able to identify common Northeast fish species.
  • Prior experience with NEFOP data collection and editing protocols, UNIX based computers, networked systems, ORACLE relational databases, SAS or other statistical software and ARCVIEW (preferred but not required).
  • Previous experience as a fisheries observer is highly desirable.
  • Ability to go to sea and perform the duties of a fishery observer is required and involves flexible work/sleep schedules, ability to lift a minimum of 40 pounds repeatedly.
  • Program planning and management in a team environment.
  • Developing performance metrics and milestones.
  • Working with diverse teams.
  • Excellent verbal and written communication skills.
  • Developing and monitoring resource investment strategies.
  • Working with marine fisheries information programs or other science-based programs.
  • Proficient in current MS Office software programs.
  • Valid Driver's License.
  • Citizenship: US Citizen or Green Card holder
  • Clearance: Must be able to pass a background check for a public trust.
