Plans, organizes, and oversees the day to day operations and management of accounting, business and administrative operations for the financial division of the Office of the Chief Operating Officer (COO). Duties include oversight of accounting personnel and responsible for coordinating fiscal management across all departments.


Essential Functions



  • Oversees the day-to-day accounting and business functions for the Office of the Chief Operating Officer.
  • Manages professional and support accounting personnel in the management of in-house accounting services for the processing of transactions related to accounts payables, accounts receivable, payroll, fixed assets, etc. and maintain records related to them.
  • Functions as the liaison on all financial and business matters related to the 21st Century Buildings program.
  • Develops the 21st Century Buildings Program budget and works closely and provides direction for Directors and senior leadership to oversee the preparation of all preliminary, tentative and final adopted budgets annually, including positions, operating and capital components for the 21st Century Buildings Program.
  • Manages the procurement of goods and services for the 21st Century projects and reviews and expedites the processing of purchase requisitions, purchase orders, and procurement contracts.
  • Provides technical and administrative expertise concerning budget preparation, accounting functions, fiscal management and analysis.
  • Develops, implements, and monitors financial practices, policies, and procedures for the periodic evaluation and continuous improvement of accounting and budgetary processes to improve efficiencies and to meet goals and objectives within the areas of budget and accounting ensuring that City Schools complies with Federal, State and local regulatory standards.
  • Performs financial and statistical analysis to monitor and forecast cost data for the preparation and development of standard/ad hoc financial reports (i.e. comparative actuals vs. budget), presentations, and training; and coordinates updates and approved revisions to budgets and disseminates reports as appropriate.
  • Manages vendor communications and obligations to suppliers and third-party vendors.
  • Provides guidance to Directors and senior leadership for the management and development of automated and accurate data for the analysis and presentation to Chief Operating Officer.
  • Collaborates with Director- Operations to combine financial and human capital data to better understand departmental impacts.
  • Builds capacity within the organization by providing guidance and instruction to understand and manage finances.
  • Provides appropriate supervision, mentoring, and professional growth and development opportunities to assigned staff. Such responsibilities include the development and implementation of professional growth plans to include keeping abreast of current developments, literature, and technical sources of information.
  • Performs and promotes all activities in compliance with equal employment and nondiscrimination policies; follows federal laws, state laws, school boards policies and the professional standards.

Desired Qualifications



  • Bachelor's degree in accounting, finance, business, public administration, or related field. Master's degree preferred. Degree(s) must be from an accredited college or institution.
  • Five years professional experience in budgeting and accounting including lead or supervisory experience. Experience in a public education or university setting preferred.
  • Additional related full-time experience may be substituted on a year for year basis for the education requirement.
  • Thorough knowledge of the principles and techniques of budgeting, accounting and financial management, and the accepted practices and procedures that are used in the maintenance, development and implementation of budgets and the principals and procedures used in the maintenance, development and implementation of accounting systems, methods and procedures.
  • Ability to utilize specialized computer applications for financial management such as Oracle and comparable ERP programs and/or comparable software and Microsoft Office Professional Suite (Excel, Access)
  • Good interpersonal, verbal, and written communication skills, including the ability to negotiate and make persuasive presentations.
  • Ability to analyze, review and direct budget and accounting operations and procedures.
  • Ability to interpret and apply governmental policies and regulations.
  • Ability to establish and maintain effective working relationships with consultants, vendors, 21st Century stakeholders and City Schools personnel at all levels.
  • Demonstrated ability to train and supervise accounting and other office staff.
