Department Overview
UC Controller provides strategic leadership and support of systemwide financial functions including financial reporting, capital assets and debt accounting, federal and extramural costing policy, benefits accounting, endowment and investment accounting, payroll policy and compliance and taxation. We deliver efficient and effective financial services, provide best practices and guidance to our campus and medical center communities, develop and administer systemwide policies and procedures, and ensure the University's financial systems are compliant with all University, State, and Federal laws, rules, and regulations. Financial Reporting with the Controller's Office is responsible for external and internal reporting for interim and year-end for the University of California, University of California Retirement System, and University of California Retiree Health Benefits Trust, performing technical accounting research and providing accounting guidance, coordinating various external audits and attestation services, ensuring the integrity of financial systems and reporting, working on major system innovations and coordinating programming efforts to create, improve and streamline accounting and reporting applications.

Position Summary
Under general supervision, provides subject matter expertise to ongoing and new Oracle Financials systems projects and initiatives. Works at the highest technical level of various phases of systems analysis and considers the business implications of applying technology to the current and future business environment to support Oracle Financial Cloud applications and other systemwide financial applications. Conducts complex business process analysis resulting in the identification of process issues and associated solutions. Recognized expert in business systems analysis across all modules within Oracle Financials. Coordinates with business users, and IT departments to manage and maintain Oracle Financial components and related tools. Provides system support for day-to-day operations including, gathering and documenting business requirements, configuration, testing, Oracle support requests, Oracle patches, and other related activities. Supports month end and year end activities in Oracle cloud. Provides Oracle functional expertise in Asset Management, Oracle Enterprise Data Management Cloud Service (EDMCS), and General Ledger.

Key Responsibilities

  • 30% Performs highly complex analysis of business and user needs, documentation of business requirements and translation into proper system specifications. Provides advanced support and training on existing and new financial applications, including Oracle Financials, Oracle Financial Consolidation & Close Cloud Services (FCCS), Oracle Enterprise Data Management (EDMCS), and AWS (Financial Data Warehouse). Provides subject matter expertise during the planning and execution of systems integration and acceptance testing and production support of Oracle Cloud applications.
  • 30% Applies business process and analysis concepts, up to and including the most complex and advanced, while formulating and defining systems scope and objectives relative to the organization's business needs and corresponding system requirements. Independently analyzes system-wide and local business practices, processes, and problems. Regularly analyzes and determines methods and procedures on new assignments. Independently performs business and functional analysis, up to and including the most complex, related to system integration issues and creates and maintains interface specifications / requirements. Considers the business implications of applying and updating technology to the current and future business environment.
  • 20% Initiates, facilitates, implements, and documents business process changes. Initiates and oversees changes in processes and procedures as they relate to system enhancements with Oracle Cloud Financial applications and other financial systems. Manages and troubleshoots end-user incidents and tickets by effectively working with financial accounting, local accounting offices, and IT services to understand and resolve business concerns and issues. Maintains and keeps business processes and procedures up-to-date and provides end-user training when financial systems are updated and modified. Manages and maintains security profiles and permissions for the University's financial systems and applications.
  • 20% Initiates, designs or modifies highly complex systems and procedures where standardized policies or procedures may or may not exist. Creates test plans and maintains test scripts for routine updates and works with ITS and managed services to execute test plans and review and validate results.

Experience
Required Qualifications

  • Min 8 years of relevant financial systems experience (e.g., General Ledger, Accounts Payable, Fixed Assets and Financial planning systems) that is inclusive of a minimum of 2 years of experience with Oracle Financials, EPM FCCS and EDM Cloud.

  • +4 years of experience interacting with business users to define and document business requirements.
  • Demonstrated ability to bridge IT and Finance functions and partner with IT to provide relevant system solutions
  • Familiarity with systems integration security, user provisioning, and single sign-on technologies.
  • Self-motivated and proactive with excellent problem solving, critical thinking, and team/collaboration skills that enable you to be successful both working independently with minimal supervision while ensuring your team maintains visibility and connection to the big picture
  • Prior experience with reporting and data extraction tools e.g. Smartview.
  • Clear and effective writing and documentation skills
  • Team-oriented with strong interpersonal, communication skills, and customer interaction skills
  • Excellent prioritization skills with the ability to see a task to completion
  • Demonstrated effective communication and interpersonal skills. Demonstrated ability to communicate technical information to technical and non-technical personnel at various levels in the organization.   • Finance and Accounting knowledge: financial process, data management, reporting

Preferred Qualifications

  • Hands-on experience in Oracle finance cloud configurations, testing, and managing data governance using EDMCS
  • +2 years of hands-on experience as a Business Analyst supporting Oracle Financials ERP cloud specifically GL, Asset Management, Workflow Management, EDMCS, FCCS, and AWS knowledge will be a huge plus
  • Advanced skills and understanding of methodologies associated with process and software design, modification and implementation.
  • Knowledge of Oracle Cloud implementation methodology and best practices
  • Knowledge of Oracle Cloud support methodology including updates (monthly/quarterly)
  • Meticulous attention for detail as demonstrated by the ability to consistently prepare and review financial transactions, ensuring correct coding of data and discerning data anomalies with a high degree of accuracy.

Education
Required Qualifications

  • Bachelor's degree in related area and/or equivalent experience/training

SPECIAL CONDITIONS

This position has been approved for a hybrid work arrangement. The person hired must report to work on-site at UC's Office of the President (UCOP) located in Oakland, CA, on Tuesdays and Wednesdays, subject to change. The person hired will be required to reside in the state of California.
