Learn more about the UC Office of the President Department Overview 50% Works with the Executive Director to coordinate and executive the gathering of budgetary and resource requirements information during annual budget process, forecasting, and fiscal close stages. Serves as a liaison to SWHR units regarding funding updates and/or changes. May enter data in PBS for planning and forecasting. Monitors approved budget compared to actuals. Reconciles SWHR budgeted positions and corresponding approved funding to ensure alignment with approved resources. Collaborates with Executive Director, OP HR, and Budget Office to ensure accurate UC Path funding entry. Initiates actions to correct and/or modify funding or ledger activity related to position funding. Collaborates to manage funding for all positions in Systemwide HR. 30% Applies advanced professional concepts to perform complex technical analysis to understand past performance and determine present and future forecast to align resource allocations with operations. Responsible for providing analytical support and planning guidance for highly complex budget, financial, and resource projects dealing directly with major unit leaders and/or designee. Manages the use of chart of accounts for SWHR units and regularly utilizes Smartview to executive reports and analysis. Use of Smartview includes ad hoc reporting. Respond to questions from SWHR units regarding assigned chart of accounts and use; draws attention to funding inconsistencies, and creates resources, including trainings, to assist SWHR units understand and correctly utilize assigned chart of accounts. Gathers, analyzes, prepares, and summarizes recommendations for complex financial and / or resource plans, including annual resource allocation approaches, trended future requirements, operating forecasts, sources and uses, etc. Examples include generating, modifying, and conceiving of new financial or other resource reports, strategic planning and modeling, analyzing and forecasting staff salary budgets, contracts, grants, endowments, or recharge, and making recommendations for maximizing financial or other resource outcomes. Makes recommendations on maintaining and strengthening internal controls to protect University resources. Develops and makes recommendations on internal policy / procedural changes that affect functional area. 10% Performs complex financial or resource research and studies for SWHR units. Examples include periodic financial reports, staff salary budgets, contracts, grants, endowments, or user fees. Financial and / or resource analysis could include budgetary analysis, financial analysis, forecasts, projections, staff salary or FTE analysis, recharge or general rate analysis, contracts and grants analysis, endowment income, fungibility of funds, etc. Manages fiscal close for SWHR, completing deferrals, accruals and other timely actions required at end of year. May coordinate recharge activities for SWHR. 5% Tracks and monitor amounts on SWHR open POs; work with BRC and SWHR PO owner units to close POs and amend POs as appropriate. Compiles and submits accruals for fiscal close. Reviews posted ledger transactions and initiates any required cost transfers due to errors or change in approved funding. Reviews and approves financial transactions up to a specified dollar amount. 5% Performs complex financial or resource research and studies for both internal department and external constituents. Examples include periodic financial reports, staff salary budgets, contracts, grants, gifts, endowments, or user fees. Financial and / or resource analysis could include budgetary analysis, financial analysis, forecasts, projections, staff salary or FTE analysis, recharge or general rate analysis, contracts and grants analysis, endowment income, fungibility of funds, verification of expenses and support of financial audits, etc. Experience Minimum 8 years' experience planning and forecasting multi-million-dollar budgets. Preferred Qualifications Minimum 1 year experience using UC budgeting systems Skills and Abilities Ability to use pull and synthesize quantitative data from multiple sources over multiple financial periods. Advanced ability to effectively present complex finance related information both verbally and in writing in a clear and concise manner. Specifically, when working with individuals and teams which are not familiar with all financial policies and processes. In depth ability to use multiple spreadsheet and database software tools, such as Excel, to compile information for specialized, complex financial analysis, fiscal management, and financial reports for budget planning and forecasting. Ability to work with individuals and groups within all levels within the organization, with a focus on service and the ability to apply critical thinking skills and rationale when pulling and analyzing financial data for individuals and groups to ensure accurate information is provided based on request. Strong attention to detail. Ability to adapt to changing priorities and ability to use organizational skills to multi-task in a high volume, high-stakes environment. Ability to function as a member of a team in a large complex organization. Ability to effectively and efficiently collect, analyze and at times, enter data into forecasting tool. Ability to effectively use and create pivots in Excel, and use SmartView Ability to track purchase order amounts and notify appropriate parties of remaining purchase order amounts. Ability to understand different funding sources with varying fund terms, and ability to forecast for various funds used within Systemwide HR. Preferred Qualifications Knowledge of UC finance policies, practices, and systems, such as UC Path. Advanced knowledge and understanding of internal control practices and their impact on protecting University resources, and ability to uphold internal control practices and processes. Knowledge of financial reporting corresponding to internal audits.
