About Coastline College's Student Equity Office
Student Equity is committed to the holistic growth of student development by providing wrap-around services that are centered in equity and access of student needs. Our office aims to support students through programs and resources that help each student achieve their educational goals.

Summary
Under direction, plans, organizes, supervises, and directs operations, activities, and services related to basic need programs. Develops action plans and facilitates referrals to on-and off-campus resources. Develops and leads programs, trainings, and workshops for faculty, staff, and students to support student develop and success through access to basic needs.

Distinguishing Career Features
The Manager, Basic Needs Program is a management position funded by a grant to support the basic needs program goals and outcomes. Manager will be responsible for grant proposal writing to secure basic need resources.

Essential Duties and Responsibilities
Specific duties may vary among departments, divisions, and sites. Incumbents typically perform a substantial portion or all of the following types of duties, as assigned:
  1. Plans, organizes, and manages basic need programs. Establishes local and regional collaborative relationships and partnerships with business entities, community organizations and non-profits, and local educational agencies pertaining to student basic needs; implements and ensures that all grant and partnership agreement rules, contract language, and outcomes are met.
  2. Oversees the development of resources, programs, events, and services to support students' basic needs, including housing, food, transportation, health needs, and employment.
  3. Plans, organizes, and coordinates the day-to-day activities and services of the Basic Needs Program areas or centers; coordinates with other district student support departments and program areas to connect at risk and in need students to available services, including technological resources; ensures activities and operations comply with basic needs program requirements.
  4. Participates in the development and implementation of goals, objectives, policies, and priorities for the basic need program areas; works with leadership and across departments to research, implement, and administer policies, procedures, and adaptive business practices and processes; develops and maintains program standards and processes, and related policies and procedures for program participants and program support staff.
  5. Monitors the program budgets and expenditures; makes recommendations regarding allocation of resources and expenditure of funds; ensures that fund spending and purchases are consistent with grant stipulations, community partnership agreements, college and District policies, and applicable guidelines.
  6. Selects, trains, supervises, and evaluates the performance of assigned program staff; sets goals and priorities for assigned staff; recommends personnel actions as appropriate.
  7. Provides direction to college-wide food pantry, including staffing and work guidance to staff, volunteers, and student workers; ensures ordering, pick up, receiving, and stocking of food items; maintains food quality controls; provides participants and support staff with emergency or supplemental food resources outside of food pantry hours.
  8. Plans, organizes, schedules, and conducts orientations, workshops, class presentations, meetings, and other activities related to the basic needs program areas; plans joint events and participates in planning and implementation meetings with other college and District departments and programs, and business and community representatives; arranges and confirms speakers and ensures facility reservations, setup and other necessary arrangements.
  9. Maintains an updated directory of crisis and long-term support services for staff and students to reference, including mental and/or physical health services on and off campus, emergency or long-term housing solutions, financial assistance, and related resources offered by community organizations, county/city agencies, and the District.
  10. Serves as a representative on various committees and other basic needs related projects associated with the program; identifies and expands on existing partnerships between departments, colleges, and organizations; ensures students receive support in accessing public benefits base on eligibility.
  11. Provides training, information, assistance, referrals, and case management services regarding the basic needs program area to students, staff, and the general public; interprets and explains program applications, policies, procedures, requirements, and restrictions; develops promotional and informational materials for distribution on and off campus.
  12. Collects, compiles, tabulates, and records narrative, statistical, and financial data and other information; compiles information from various sources and prepares appropriate reports; utilizes reports, outcomes, and generated data to identify service gaps and works with applicable internal and external partners to bridge gaps between student needs and available resources.
  13. Establishes and maintains program records including student records; develops systems and procedures to ensure the appropriate maintenance of complex, interrelated files containing confidential student information.
  14. Performs other related duties as assigned that support the objective of the position.
  15. Required to abide by all District policies and procedures including Board Policy 3050 - Code of Professional Ethics.

  10. Requires the ability to establish and maintain effective relationships with students, faculty, staff, and the community.
  11. Must be able to supervise and lead staff in a manner which encourages efficiency and teamwork.
  12. Requires the ability to analyze situations and adopt effective solutions.

  • Physical Abilities
  1. The general physical demands, working conditions, and essential job functions associated with this classification will be kept on file with the Office of Human Resources.

  • Education and Experience
The position typically requires a bachelor's degree in social work, sociology, education, or related field, and three years of progressively responsible experience working in a community agency, community college, or other public educational setting addressing basic needs and coordinating resources, or three years of experience developing, implementing, and leading a program for vulnerable populations. Or any combination of education and experience which would provide the required equivalent qualifications for this position.

  • Desirable Qualifications
    • Master's degree in Social Work, Public Health, Counseling, Student Affairs or Educational Leadership.
    • Experience creating workshops, programming, or other curriculum around well-being, health, basic needs, or other related areas.
    • Case management experience.
    • Experience working in a college setting or with young adult populations.
  • Licenses and Certificates
Possession of a valid driver license.

  • Working Conditions
Work is typically performed indoors with regular contact with students who may be in distress. Must be able to lift and carry up to 25 pounds.

Conditions of Employment

This is a grant funded, full-time, 12-months per year classified management position. Continued employment is contingent upon refunding of the grant program. The normal hours of work will be Monday through Friday 8:00 am to 5:00 pm, with the flexibility to occasionally work extended hours and/or weekends, if necessary, to meet the department's needs. The effective date of employment will be arranged with the supervisor. The District provides medical, dental, and vision insurance for the employee and eligible dependents and life insurance for the employee. (Salary Schedule: DG-6)

Pay Philosophy:
